On an ocean voyage with her uncle Henry to Australia, Dorothy is blown into the sea by a storm. She takes refuge on a floating chicken-coop, which washes ashore, along with the coop and a hen in it. The hen is able to speak; Dorothy gives it the name "Billina". Exploring the land, Dorothy and Billina are menaced by a tribe of brightly dressed "Wheelers", who have wheels instead of hands and feet. They also find a clockwork man named Tik-Tok (one of the first intelligent humanoid automata in literature), who joins them.

Published on July 16, 1915, it was Baum's personal favorite of the Oz books and tells of Cap'n Bill and Trot journeying to Oz and, with the help of the Scarecrow, overthrowing the corrupt King Krewl of Jinxland. Cap'n Bill and Trot (Mayre Griffiths) had previously appeared in two other novels by Baum, The Sea Fairies (1911) and Sky Island (1912).
Cap'n Bill, a sailor with a wooden peg-leg, and his friend, a little girl named Trot, set out from California on a calm day for a short ride in their row-boat. A freak whirlpool capsizes their boat and pulls them under water, where they are carried by mermaids (referred to but not seen) to a cave. They are soon joined by a flying creature called an Ork. Passing through a dark tunnel out of the cave, the three arrive at an island inhabited by a grim man calling himself Pessim the Observer. Cap'n Bill and Trot reduce their size by eating magic shrinking-berries, and the Ork carries them away from the island to the land of Mo, where they eat another type of magic berries and resume their normal size.

Prince Inga is the son of King Kitticut and Queen Garee, who rule the island kingdom of Pingaree. Kitticut tells Inga that years earlier, when armies from the neighboring islands of Regos and Coregos attempted to invade and conquer Pingaree, they were repelled by Kitticut himself with the aid of three magic pearls. The blue pearl gives its bearer superhuman strength, the pink pearl protects him from any harm, and the white pearl speaks words of wisdom.

When Glinda informs Ozma, the ruler of Oz, that there is trouble brewing between two distant lands in Oz, Ozma decides to take Dorothy along with her and try to put an end to the problems. Ozma and Dorothy travel first to the land of the Flatheads, where they encounter the evil dictator Su-Dic and are forced to discover they will not be able to make Su-Dic want peace. They then move on to the land of the Skeezers, whose evil queen Coo-ee-ooh is unwilling to make peace as Su-Dic. Ozma and Dorothy then find themselves trapped in the land of the Skeezers while the Flatheads attack and transform Queen Coo-ee-ooh into a swan. While Ozma and Dorothy try to find a way out of the sticky situation, Glinda assembles a group to come help rescue them as well.

Professor Wogglebug gets the characters of Oz thinking about their genealogy and where they came from because he wants to write 'The Royal Book of Oz,' recording all this information. This topic especially upsets the Scarecrow, as he knows that he was discovered by Dorothy hanging from a beanpole in a cornfield and he thinks that this mean he can't possibly have a family history. Woggleburg agrees and hurts Scarecrow's feelings by noting that because of Dorothy's discovery, Scarecrow has no family tree and should get the slightest mention in their Royal Book of Oz. Scarecrow decides to go on an adventure to find out more about his past and ventures down below Oz to learn more. He winds up in the Land of the Silver Islands whose people resemble the Chinese and who greet him with cheers welcoming back the Emperor. Scarecrow then begins learning about his unknown past life and his importance among the people of the Silver Islands. While Scarecrow is away, Dorothy notices his absence and embarks on her own adventures to find him. United at last, they must work together to return to Oz.
