In Civilizational Imperatives, Oliver Charbonneau reveals the little-known history of the United States' colonization of the Philippines' Muslim South in the early twentieth century. Often referred to as Moroland, the Sulu Archipelago and the island of Mindanao were sites of intense US engagement and laboratories of colonial modernity during an age of global imperialism.
Exploring the complex relationship between colonizer and colonized from the late nineteenth century until the eve of the Second World War, Charbonneau argues that American power in the Islamic Philippines rested upon a transformative vision of colonial rule. Civilization, protection, and instruction became watchwords for US military officers and civilian administrators, who enacted fantasies of racial reform among the diverse societies of the region. Violence saturated their efforts to remake indigenous politics and culture, embedding itself into governance strategies used across four decades. Although it took place on the edges of the Philippine colonial state, this fraught civilizing mission did not occur in isolation. It shared structural and ideological connections to US settler conquest in North America and also borrowed liberally from European and Islamic empires. These circuits of cultural, political, and institutional exchange-accessed by colonial and anticolonial actors alike-gave empire in the Southern Philippines its hybrid character. Civilizational Imperatives is a story of colonization and connection, reaching across nations and empires in its examination of a Southeast Asian space under US sovereignty. It presents an innovative new portrait of the American empire's global dimensions and the many ways they shaped the colonial encounter in the Southern Philippines.

Nicaragua and the United States in the Cold War Era

The Ends of Modernization studies the relations between Nicaragua and the United States in the crucial years during and after the Cold War. David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews with historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War.
In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979. In the wake of the earlier reconstruction of Managua after the devastating 1972 earthquake and instigated by the revolutionary shift of power in the city, the Sandinista Revolution incited radical changes that challenged the frankly ideological and economic motivations of modernization. In response to threats to its ideological dominance regionally and globally, the United States began to promote new paradigms of development built around human rights, entrepreneurial internationalism, indigenous rights, and sustainable development.
Lee traces the ways Nicaraguans made their country central to the contest over development ideals beginning in the 1960s, transforming how political and economic development were imagined worldwide. By illustrating how ideas about ecology and sustainable development became linked to geopolitical conflict during and after the Cold War, The Ends of Modernization provides a history of the late Cold War that connects the contest between the two then-prevailing superpowers to trends that shape our present, globalized, multipolar world.
Out of Oakland
Black Panther Party Internationalism During the Cold War

In Out of Oakland, Sean L. Malloy explores the evolving internationalism of the Black Panther Party (BPP); the continuing exile of former members, including Assata Shakur, in Cuba is testament to the lasting nature of the international bonds that were forged during the party's heyday. Founded in Oakland, California, in October 1966 by Huey P. Newton and Bobby Seale, the BPP began with no more than a dozen members. Focused on local issues, most notably police brutality, the Panthers patrolled their West Oakland neighborhood armed with shotguns and law books. Within a few years, the BPP had expanded its operations into a global confrontation with what Minister of Information Eldridge Cleaver dubbed "the international pig power structure." Malloy traces the shifting intersections between the black freedom struggle in the United States, Third World ant colonialism, and the Cold War. By the early 1970s, the Panthers had chapters across the United States as well as an international section headquartered in Algeria and support groups and emulators as far afield as England, India, New Zealand, Israel, and Sweden. The international section served as an official embassy for the BPP and a beacon for American revolutionaries abroad, attracting figures ranging from Black Power skyjackers to fugitive LSD guru Timothy Leary. Engaging directly with the expanding Cold War, BPP representatives cultivated alliances with the governments of Cuba, North Korea, China, North Vietnam, and the People's Republic of the Congo as well as European and Japanese militant groups and the Palestinian Liberation Organization. In an epilogue, Malloy directly links the legacy of the BPP to contemporary questions raised by the Black Lives Matter movement.

Internationalism, Orientalism, and Feminism During the Vietnam Era

Traveling to Hanoi during the U.S. war in Vietnam was a long and dangerous undertaking. Even though a neutral commission operated the flights, the possibility of being shot down by bombers in the air and antiaircraft guns on the ground was very real. American travelers recalled landing in blackout conditions, without lights even for the runway, and upon their arrival seeking refuge immediately in bomb shelters. Despite these dangers, they felt compelled to journey to a land at war with their own country, believing that these efforts could change the political imaginaries of other members of the American citizenry and even alter U.S. policies in Southeast Asia.
In Radicals on the Road, Judy Tzu-Chun Wu tells the story of international journeys made by significant yet under recognized historical figures such as African American leaders Robert Browne, Eldridge Cleaver, and Elaine Brown; Asian American radicals Alex Hing and Pat Sumi; Chicana activist Betita Martinez; as well as women's peace and liberation advocates Cora Weiss and Charlotte Bunch. These men and women of varying ages, races, sexual identities, class backgrounds, and religious faiths held diverse political views. Nevertheless, they all believed that the U.S. war in Vietnam was immoral and unjustified. In times of military conflict, heightened nationalism is the norm. Powerful institutions, like the government and the media, work together to promote a culture of hyper patriotism. Some Americans, though, questioned their expected obligations and instead imagined themselves as "internationalists," as members of communities that transcended national boundaries. Their Asian political collaborators, who included Buddhist monk Thich Nhat Hanh, Foreign Minister of the Provisional Revolutionary Government Nguyen Thi Binh and the Vietnam Women's Union, cultivated relationships with U.S. travelers. These partners from the East and the West worked together to foster what Wu describes as a politically radical orientalist sensibility. By focusing on the travels of individuals who saw themselves as part of an international community of antiwar activists, Wu analyzes how actual interactions among people from several nations inspired transnational identities and multiracial coalitions and challenged the political commitments and personal relationships of individual activists.

Dangerous Intercourse
Gender and Interracial Relations in the American Colonial Philippines, 1898–1946

In Dangerous Intercourse, Tessa Winkelmann examines interracial social and sexual contact between Americans and Filipinos in the early twentieth century via a wide range of relationships-from the casual and economic to the formal and long term. Winkelmann argues that such intercourse was foundational not only to the colonization of the Philippines but also to the longer, uneven history between the two nations. Although some relationships between Filipinos and Americans served as demonstrations of US "benevolence," too-close sexual relations also threatened social hierarchies and the so-called civilizing mission. For the Filipino, Indigenous, Moro, Chinese, and other local populations, intercourse offered opportunities to negotiate and challenge empire, though these opportunities often came at a high cost for those most vulnerable.
Drawing on a multilingual array of primary sources, Dangerous Intercourse highlights that sexual relationships enabled US authorities to police white and nonwhite bodies alike, define racial and national boundaries, and solidify colonial rule throughout the archipelago. The dangerous ideas about sexuality and Filipina women created and shaped by US imperialists of the early twentieth century remain at the core of contemporary American notions of the island nation and indeed, of Asian and Asian American women more generally.

Human Rights, Democracy Promotion, and US Interventionism in the Late Cold War

In Freedom on the Offensive, William Michael Schmidli illuminates how the Reagan administration's embrace of democracy promotion was a defining development in US foreign relations in the late twentieth century. Reagan used democracy promotion to refashion the bipartisan Cold War consensus that had collapsed in the late 1960s amid opposition to the Vietnam War.Over the course of the 1980s, the initiative led to a greater institutionalization of human rights—narrowly defined to include political rights and civil liberties and to exclude social and economic rights—as a US foreign policy priority. From Development to Dictatorship
Bolivia and the Alliance for Progress in the Kennedy Era

During the most idealistic years of John F. Kennedy's Alliance for Progress development program, Bolivia was the highest per capita recipient of U.S. foreign aid in Latin America. Nonetheless, Washington's modernization programs in early 1960s Bolivia ended up on a collision course with important sectors of the country's civil society, including radical workers, rebellious students, and a plethora of rightwing and leftwing political parties. In From Development to Dictatorship, Thomas C. Field Jr. reconstructs the untold story of USAID's first years in Bolivia, including the country's 1964 military coup d'état. Field draws heavily on local sources to demonstrate that Bolivia's turn toward anticommunist, development-oriented dictatorship was the logical and practical culmination of the military-led modernization paradigm that provided the liberal underpinnings of Kennedy's Alliance for Progress. In the process, the book explores several underappreciated aspects of Cold War liberal internationalism: the tendency of "development" to encourage authoritarian solutions to political unrest, the connection between modernization theories and the rise of Third World armed forces, and the intimacy between USAID and CIA covert operations. At the same time, the book challenges the conventional dichotomy between ideology and strategy in international politics, and it engages with a growing literature on development as a key rubric for understanding the interconnected processes of decolonization and the Cold War.
A Union Forever
The Irish Question and U.S. Foreign Relations in the Victorian Age

In the mid-nineteenth century the Irish question-the governance of the island of Ireland-demanded attention on both sides of the Atlantic. In A Union Forever, David Sim examines how Irish nationalists and their American sympathizers attempted to convince legislators and statesmen to use the burgeoning global influence of the United States to achieve Irish independence. Simultaneously, he tracks how American politicians used the Irish question as means of furthering their own diplomatic and political ends. Combining an innovative transnational methodology with attention to the complexities of American statecraft, Sim rewrites the diplomatic history of this neglected topic. He considers the impact that nonstate actors had on formal affairs between the United States and Britain, finding that not only did Irish nationalists fail to involve the United States in their cause but actually fostered an Anglo-American rapprochement in the final third of the nineteenth century. Their failures led them to seek out new means of promoting Irish self-determination, including an altogether more radical, revolutionary strategy that would alter the course of Irish and British history over the next century.
For God and Globe
Christian Internationalism in the United States between the Great War and the Cold War

For God and Globe recovers the history of an important yet largely forgotten intellectual movement in interwar America. Michael G. Thompson explores the way radical-left and ecumenical Protestant internationalists articulated new understandings of the ethics of international relations between the 1920s and the 1940s. Missionary leaders such as Sherwood Eddy and journalists such as Kirby Page, as well as realist theologians including Reinhold Niebuhr, developed new kinds of religious enterprises devoted to producing knowledge on international relations for public consumption. For God and Globe centers on the excavation of two such efforts-the leading left-wing Protestant interwar periodical, The World Tomorrow, and the landmark Oxford 1937 ecumenical world conference. Thompson charts the simultaneous peak and decline of the movement in John Foster Dulles's ambitious efforts to link Christian internationalism to the cause of international organization after World War II. Concerned with far more than foreign policy, Christian internationalists developed critiques of racism, imperialism, and nationalism in world affairs. They rejected exceptionalist frameworks and eschewed the dominant "Christian nation" imaginary as a lens through which to view U.S. foreign relations. In the intellectual history of religion and American foreign relations, Protestantism most commonly appears as an ideological ancillary to expansionism and nationalism. For God and Globe challenges this account by recovering a movement that held Christian universalism to be a check against nationalism rather than a boon to it.
The Business of Empire
United Fruit, Race, and U.S. Expansion in Central America

The link between private corporations and U.S. world power has a much longer history than most people realize. Transnational firms such as the United Fruit Company represent an earlier stage of the economic and cultural globalization now taking place throughout the world. Drawing on a wide range of archival sources in the United States, Great Britain, Costa Rica, and Guatemala, Colby combines "top-down" and "bottom-up" approaches to provide new insight into the role of transnational capital, labor migration, and racial nationalism in shaping U.S. expansion into Central America and the greater Caribbean. The Business of Empire places corporate power and local context at the heart of U.S. imperial history. In the early twentieth century, U.S. influence in Central America came primarily in the form of private enterprise, above all United Fruit. Founded amid the U.S. leap into overseas empire, the company initially depended upon British West Indian laborers. When its black workforce resisted white American authority, the firm adopted a strategy of labor division by recruiting Hispanic migrants. This labor system drew the company into increased conflict with its host nations, as Central American nationalists denounced not only U.S. military interventions in the region but also American employment of black immigrants. By the 1930s, just as Washington renounced military intervention in Latin America, United Fruit pursued its own Good Neighbor Policy, which brought a reduction in its corporate colonial power and a ban on the hiring of black immigrants. The end of the company's system of labor division in turn pointed the way to the transformation of United Fruit as well as the broader U.S. empire.
The Diplomacy of Migration
Transnational Lives and the Making of U.S.-Chinese Relations in the Cold War

During the Cold War, both Chinese and American officials employed a wide range of migration policies and practices to pursue legitimacy, security, and prestige. They focused on allowing or restricting immigration, assigning refugee status, facilitating student exchanges, and enforcing deportations. The Diplomacy of Migration focuses on the role these practices played in the relationship between the United States and the Republic of China both before and after the move to Taiwan. Meredith Oyen identifies three patterns of migration diplomacy: migration legislation as a tool to achieve foreign policy goals, migrants as subjects of diplomacy and propaganda, and migration controls that shaped the Chinese American community.
Using sources from diplomatic and governmental archives in the United States, the Republic of China on Taiwan, the People's Republic of China, and the United Kingdom, Oyen applies a truly transnational perspective. The Diplomacy of Migration combines important innovations in the field of diplomatic history with new international trends in migration history to show that even though migration issues were often considered "low stakes" or "low risk" by foreign policy professionals concerned with Cold War politics and the nuclear age, they were neither "no risk" nor unimportant to larger goals. Instead, migration diplomacy became a means of facilitating other foreign policy priorities, even when doing so came at great cost for migrants themselves.
Oil Money
Middle East Petrodollars and the Transformation of US Empire, 1967<I>–</I>1988

In Oil Money, David M. Wight offers a new framework for understanding the course of Middle East-US relations during the 1970s and 1980s: the transformation of the US global empire by Middle East petrodollars. During these two decades, American, Arab, and Iranian elites reconstituted the primary role of the Middle East within the global system of US power from a supplier of cheap crude oil to a source of abundant petrodollars, the revenues earned from the export of oil.
In the 1970s, the United States and allied monarchies, including the House of Pahlavi in Iran and the House of Saud in Saudi Arabia, utilized petrodollars to undertake myriad joint initiatives for mutual economic and geopolitical benefit. These petrodollar projects were often unprecedented in scope and included multibillion-dollar development projects, arms sales, purchases of US Treasury securities, and funds for the mujahedin in Afghanistan. Although petrodollar ties often augmented the power of the United States and its Middle East allies, Wight argues they also fostered economic disruptions and state-sponsored violence that drove many Americans, Arabs, and Iranians to resist Middle East-US interdependence, most dramatically during the Iranian Revolution of 1979.
Deftly integrating diplomatic, transnational, economic, and cultural analysis, Wight utilizes extensive declassified records from the Nixon, Ford, Carter, and Reagan administrations, the IMF, the World Bank, Saddam Hussein's regime, and private collections to make plain the political economy of US power. Oil Money is an expansive yet judicious investigation of the wide-ranging and contradictory effects of petrodollars on Middle East-US relations and the geopolitics of globalization.

Photography, Filmmaking, and American Missionaries in Modern China

In Developing Mission, Joseph W. Ho offers a transnational cultural history of US and Chinese communities framed by missionary lenses through time and space-tracing the lives and afterlives of images, cameras, and visual imaginations from before the Second Sino-Japanese War through the first years of the People's Republic of China.
When American Protestant and Catholic missionaries entered interwar China, they did so with cameras in hand. Missions principally aimed at the conversion of souls and the modernization of East Asia, became, by virtue of the still and moving images recorded, quasi-anthropological ventures that shaped popular understandings of and formal foreign policy toward China. Portable photographic technologies changed the very nature of missionary experience, while images that missionaries circulated between China and the United States affected cross-cultural encounters in times of peace and war.
Ho illuminates the centrality of visual practices in the American missionary enterprise in modern China, even as intersecting modernities and changing Sino-US relations radically transformed lives behind and in front of those lenses. In doing so, Developing Mission reconstructs the almost-lost histories of transnational image makers, subjects, and viewers across twentieth-century China and the United States.
An American Brothel
Sex and Diplomacy during the Vietnam War

In An American Brothel, Amanda Boczar considers sexual encounters between American servicemen and civilians throughout the Vietnam War, and she places those fraught and sometimes violent meetings in the context of the US military and diplomatic campaigns.
In 1966, US Senator J. William Fulbright declared that "Saigon has become an American brothel." Concerned that, as US military involvement in Vietnam increased so, too, had prostitution, black market economies, and a drug trade fueled by American dollars, Fulbright decried an arrogance of power on the part of Americans and the corrosive effects unchecked immorality could have on Vietnam as well as on the war effort. The symbol, at home and abroad, of the sweeping social and cultural changes was often the so-called South Vietnamese bar girl.
As the war progressed, peaking in 1968 with more than half a million troops engaged, the behavior of soldiers off the battlefield started to impact affect the conflict more broadly. Beyond the brothel, shocking revelations of rapes and the increase in marriage applications complicated how the South Vietnamese and American allies cooperated and managed social behavior. Strictures on how soldiers conducted themselves during rest and relaxation time away from battle further eroded morale of disaffected servicemen. The South Vietnamese were loath to loosen moral restrictions and feared deleterious influence of a permissive Western culture on their society.
From the consensual to the coerced, sexual encounters shaped the Vietnam War. Boczar shows that these encounters-sometimes facilitated and sometimes banned by the US military command-restructured the South Vietnamese economy, captivated international attention, dictated military policies, and hung-over diplomatic relations, during and after the war.
Redemption and Revolution
American and Chinese New Women in the Early Twentieth Century

In the early twentieth century, a good number of college-educated Protestant American women went abroad by taking up missionary careers in teaching, nursing, and medicine. Most often, their destination was China, which became a major mission field for the U.S. Protestant missionary movement as the United States emerged to become an imperial power. These missionary women formed a cohort of new women who sought to be liberated from traditional gender roles. As educators and benevolent emancipators, they attempted to transform Chinese women into self-sufficient middle-class professional women just like themselves. As Motoe Sasaki shows in Redemption and Revolution, these aspirations ran parallel to and were in conflict with those of the Chinese xin nüxing (New Women) they encountered. The subjectivity of the New Woman was an element of global modernity expressing gendered visions of progress. At the same time, it was closely intertwined with the view of historical progress in the nation. Though American and Chinese New Women emphasized individual autonomy in that each sought to act as historical agents for modern progress, their notions of subjectivity were in different ways linked to the ideologies of historical progress of their nations. Sasaki's transnational history of these New Women explores the intersections of gender, modernity, and national identity within the politics of world history, where the nation-state increased its presence as a universal unit in an ever-interconnecting global context.
Empire's Twin
U.S. Anti-imperialism from the Founding Era to the Age of Terrorism

Across the course of American history, imperialism and anti-imperialism have been awkwardly paired as influences on the politics, culture, and diplomacy of the United States. The Declaration of Independence, after all, is an anti-imperial document, cataloguing the sins of the metropolitan government against the colonies. With the Revolution, and again in 1812, the nation stood against the most powerful empire in the world and declared itself independent. As noted by Ian Tyrrell and Jay Sexton, however, American "anti-imperialism was clearly selective, geographically, racially, and constitutionally." Empire's Twin broadens our conception of anti-imperialist actors, ideas, and actions; it charts this story across the range of American history, from the Revolution to our own era; and it opens up the transnational and global dimensions of American anti-imperialism.
By tracking the diverse manifestations of American anti-imperialism, this book highlights the different ways in which historians can approach it in their research and teaching. The contributors cover a wide range of subjects, including the discourse of anti-imperialism in the Early Republic and Civil War, anti-imperialist actions in the U.S. during the Mexican Revolution, the anti-imperial dimensions of early U.S. encounters in the Middle East, and the transnational nature of anti-imperialist public sentiment during the Cold War and beyond.
Cauldron of Resistance
Ngo Dinh Diem, the United States, and 1950s Southern Vietnam

In 1955, Ngo Dinh Diem organized an election to depose chief-of-state Bao Dai, after which he proclaimed himself the first president of the newly created Republic of Vietnam. The United States sanctioned the results of this election, which was widely condemned as fraudulent, and provided substantial economic aid and advice to the RVN. Because of this, Diem is often viewed as a mere puppet of the United States, in service of its Cold War geopolitical strategy. That narrative, Jessica M. Chapman contends in Cauldron of Resistance, grossly oversimplifies the complexity of South Vietnam's domestic politics and, indeed, Diem's own political savvy.
Based on extensive work in Vietnamese, French, and American archives, Chapman offers a detailed account of three crucial years, 1953–1956, during which a new Vietnamese political order was established in the south. It is, in large part, a history of Diem's political ascent as he managed to subdue the former Emperor Bao Dai, the armed Hoa Hao and Cao Dai religious organizations, and the Binh Xuyen crime organization. It is also an unparalleled account of these same outcast political powers, forces that would reemerge as destabilizing political and military actors in the late 1950s and early 1960s.Chapman shows Diem to be an engaged leader whose personalist ideology influenced his vision for the new South Vietnamese state, but also shaped the policies that would spell his demise. Washington's support for Diem because of his staunch anticommunism encouraged him to employ oppressive measures to suppress dissent, thereby contributing to the alienation of his constituency, and helped inspire the organized opposition to his government that would emerge by the late 1950s and eventually lead to the Vietnam War.

Converting the World in the Early American Republic

In 1812, eight American missionaries, under the direction of the recently formed American Board of Commissioners for Foreign Missions, sailed from the United States to South Asia. The plans that motivated their voyage were ano less grand than taking part in the Protestant conversion of the entire world. Over the next several decades, these men and women were joined by hundreds more American missionaries at stations all over the globe. Emily Conroy-Krutz shows the surprising extent of the early missionary impulse and demonstrates that American evangelical Protestants of the early nineteenth century were motivated by Christian imperialism-an understanding of international relations that asserted the duty of supposedly Christian nations, such as the United States and Britain, to use their colonial and commercial power to spread Christianity. In describing how American missionaries interacted with a range of foreign locations (including India, Liberia, the Middle East, the Pacific Islands, North America, and Singapore) and imperial contexts, Christian Imperialism provides a new perspective on how Americans thought of their country's role in the world. In this broad historical account, Colleen Woods demonstrates how, in the mid-twentieth century Philippines, US policymakers and Filipino elites promoted the islands as a model colony. In the wake of World War II, as the decolonization movement strengthened, those same political actors pivoted and, after Philippine independence in 1946, lauded the archipelago as a successful postcolonial democracy. Officials at Malacañang Palace and the White House touted the 1946 signing of the liberating Treaty of Manila as a testament to the US commitment to the liberation of colonized people and celebrated it under the moniker of Philippine-American Friendship Day. Despite elite propaganda, from the early 1930s to late 1950s, radical movements in the Philippines highlighted U.S. hegemony over the new Republic of the Philippines and, in so doing, threatened American efforts to separate the US from sordid histories of empire, imperialism, and the colonial racial order.
Woods finds that in order to justify US intervention in an ostensibly independent Philippine nation, anticommunist Filipinos and their American allies transformed local political struggles in the Philippines into sites of resistance against global communist revolution. By linking political struggles over local resources, like the Hukbalahap Rebellion in central Luzon, to a war against communism, American and Filipino anticommunists legitimized the use of violence as a means to capture and contain alternative forms of political, economic, and social organization. Placing the post-World War II history of anticommunism in the Philippines within a larger imperial framework, in Freedom Incorporated Woods illustrates how American and Filipino intelligence agents, military officials, paramilitaries, state bureaucrats, academics, and entrepreneurs mobilized anticommunist politics to contain challenges to elite rule in the Philippines.
Imperfect Strangers

In those years, Americans and Arabs came to know each other as never before. With Western Europe's imperial legacy fading in the Middle East, American commerce and investment spread throughout the Arab world. The United States strengthened its strategic ties to some Arab states, even as it drew closer to Israel. Maneuvering Moscow to the sidelines, Washington placed itself at the center of Arab-Israeli diplomacy. Meanwhile, the rise of international terrorism, the Arab oil embargo and related increases in the price of oil, and expanding immigration from the Middle East forced Americans to pay closer attention to the Arab world.
Yaqub combines insights from diplomatic, political, cultural, and immigration history to chronicle the activities of a wide array of American and Arab actors-political leaders, diplomats, warriors, activists, scholars, businesspeople, novelists, and others. He shows that growing interdependence raised hopes for a broad political accommodation between the two societies. Yet a series of disruptions in the second half of the decade thwarted such prospects. Arabs recoiled from a U.S.-brokered peace process that fortified Israel's occupation of Arab land. Americans grew increasingly resentful of Arab oil pressures, attitudes dovetailing with broader anti-Muslim sentiments aroused by the Iranian hostage crisis. At the same time, elements of the U.S. intelligentsia became more respectful of Arab perspectives as a newly assertive Arab American community emerged into political life. These patterns left a contradictory legacy of estrangement and accommodation that continued in later decades and remains with us today.

Hollywood and the Cultural Reconstruction of Defeated Japan

During the six-and-a-half-year occupation of Japan (1945–1952), U.S. film studios-in close coordination with Douglas MacArthur's Supreme Command for the Allied Powers-launched an ambitious campaign to extend their power and influence in a historically rich but challenging film market. In this far-reaching "enlightenment campaign," Hollywood studios disseminated more than six hundred films to theaters, earned significant profits, and showcased the American way of life as a political, social, and cultural model for the war-shattered Japanese population. In Screening Enlightenment, Hiroshi Kitamura shows how this expansive attempt at cultural globalization helped transform Japan into one of Hollywood's key markets. He also demonstrates the prominent role American cinema played in the "reeducation" and "reorientation" of the Japanese on behalf of the U.S. government. According to Kitamura, Hollywood achieved widespread results by turning to the support of U.S. government and military authorities, which offered privileged deals to American movies while rigorously controlling Japanese and other cinematic products. The presentation of American ideas and values as an emblem of culture, democracy, and sophistication also allowed the U.S. film industry to expand. However, the studios' efforts would not have been nearly as extensive without the Japanese intermediaries and consumers who interestingly served as the program's best publicists. Drawing on a wide range of sources, from studio memos and official documents of the occupation to publicity materials and Japanese fan magazines, Kitamura shows how many Japanese supported Hollywood and became active agents of Americanization. Nancy Shoemaker contends that what she calls extraterritorial Americans constituted the vanguard of a vast, early US global expansion. Using as her site of historical investigation nineteenth-century Fiji, the "cannibal isles" of American popular culture, she uncovers stories of Americans looking for opportunities to rise in social status and enhance their sense of self. Prior to British colonization in 1874, extraterritorial Americans had, she argues, as much impact on Fiji as did the British. While the American economy invested in the extraction of sandalwood and sea slugs as resources to sell in China, individuals who went to Fiji had more complicated, personal objectives.
Pursuing Respect in the Cannibal Isles considers these motivations through the lives of the three Americans who left the deepest imprint on Fiji: a runaway whaleman who settled in the islands, a sea captain's wife, and a merchant. Shoemaker's book shows how ordinary Americans living or working overseas found unusual venues where they could show themselves worthy of others' respect-others' approval, admiration, or deference.

She demonstrates that American Protestants joined their Catholic compatriots in speaking with admiration about historical Catholic missionaries: the Jesuit Jacques Marquette in the Midwest, the Franciscan Junípero Serra in Southern California, and the Spanish friars in the Philippines. Comparing them favorably to the Puritans, Pilgrims, and the American Revolutionary generation, commemorators drew these missionaries into a cross-confessional pantheon of US national and imperial founding fathers. In the process, they cast Catholic missionaries as gentle and effective agents of conquest, uplift, and economic growth, arguing that they could serve as both origins and models for an American civilizing empire.
The Imperial Church connects Catholic history and the history of US empire by demonstrating that the religious dimensions of American imperial rhetoric have been as cross-confessional as the imperial nation itself.

Latin America and the Politics of U.S. Human Rights Diplomacy

Vanessa Walker's Principles in Power explores the relationship between policy makers and nongovernment advocates in Latin America and the United States government in order to explain the rise of anti-interventionist human rights policies uniquely critical of U.S. power during the Cold War. Walker shows that the new human rights policies of the 1970s were based on a complex dynamic of domestic and foreign considerations that was rife with tensions between the seats of power in the United States and Latin America, and the growing activist movement that sought to reform them.
By addressing the development of U.S. diplomacy and politics alongside that of activist networks, especially in Chile and Argentina, Walker shows that Latin America was central to the policy assumptions that shaped the Carter administration's foreign policy agenda. The coup that ousted the socialist president of Chile, Salvador Allende, sparked new human rights advocacy as a direct result of U.S. policies that supported authoritarian regimes in the name of Cold War security interests. Ngoei argues that anticommunist nationalism in Southeast Asia intersected with preexisting local antipathy toward China and the Chinese diaspora to usher the region from European-dominated colonialism to US hegemony. Central to this revisionary strategic assessment is the place of British power and the effects of direct neocolonial military might and less overt cultural influences based in decades of colonial rule. Also essential to the analysis in Arc of Containment is the considerable influence of Southeast Asian actors upon Anglo-American imperial strategy throughout the post-war period. In Arc of Containment Ngoei shows how the pro-US trajectory of Southeast Asia after the Pacific War was, in fact, far more characteristic of the wider region's history than American policy failure in Vietnam. Indeed, by the early 1970s, five key anticommunist nations-Malaya, Singapore, Philippines, Thailand, and Indonesia-had quashed Chinese-influenced socialist movements at home and established, with U.S. support, a geostrategic arc of states that contained the Vietnamese revolution and encircled China. In the process, the Euro-American colonial order of Southeast Asia passed from an era of Anglo-American predominance into a condition of US hegemony. Arc of Containment demonstrates that American failure in Vietnam had less long-term consequences than widely believed because British pro-West nationalism had been firmly entrenched twenty-plus years earlier. In effect, Ngoei argues, the Cold War in Southeast Asia was but one violent chapter in the continuous history of western imperialism in the region in the twentieth century.

The Boy Scouts of America (BSA) has long been a standard bearer for national identity. The core values of the organization have, since its founding in 1910, shaped what it means to be an American boy and man. As Honeck shows, those masculine values had implications that extended far beyond the borders of the United States. Writing the global back into the history of one of the country's largest youth organizations, Our Frontier Is the World details how the BSA operated as a vehicle of empire from the Progressive Era up to the countercultural moment of the 1960s. American boys and men wearing the Scout uniform never simply hiked local trails to citizenship; they forged ties with their international peers, camped in foreign lands, and started troops on overseas military bases. Scouts traveled to Africa and even sailed to icy Antarctica, hoisting the American flag and standing as models of loyalty, obedience, and bravery. Through scouting America's complex engagements with the world were presented as honorable and playful masculine adventures abroad.
Innocent fun and earnest commitment to doing a good turn, of course, were not the whole story. Honeck argues that the good-natured Boy Scout was a ready means for soft power abroad and gentle influence where American values, and democratic capitalism, were at stake. In other instances the BSA provided a pleasant cover for imperial interventions that required coercion and violence. At Scouting's global frontiers the stern expression of empire often lurked behind the smile of a boy.

US Diplomacy and the Origins of the Asian Cinema Network

Sangjoon Lee adopts a simultaneously global and regional approach when analyzing the region's film cultures and industries. New economic conditions in the Asian region and shared postwar experiences among the early cinema entrepreneurs were influenced by Cold War politics, US cultural diplomacy, and intensified cultural flows during the 1950s and 1960s. By taking a closer look at the cultural realities of this tumultuous period, Lee comprehensively reconstructs Asian film history in light of the international relationships forged, broken, and re-established as the influence of the non-aligned movement grew across the Cold War.
Lee elucidates how motion picture executives, creative personnel, policy makers, and intellectuals in East and Southeast Asia aspired to industrialize their Hollywood-inspired system in order to expand the market and raise the competitiveness of their cultural products. They did this by forming the Federation of Motion Picture Producers in Asia, co-hosting the Asian Film Festival, and co-producing films. Cinema and the Cultural Cold War demonstrates that the emergence of the first intensive postwar film producers' network in Asia was, in large part, the offspring of Cold War cultural politics and the product of American hegemony.
Film festivals that took place in cities as diverse as Tokyo, Singapore, Hong Kong, and Kuala Lumpur were annual showcases of cinematic talent as well as opportunities for the Central Intelligence Agency to establish and maintain cultural, political, and institutional linkages between the United States and Asia during the Cold War. Cinema and the Cultural Cold War reanimates this almost-forgotten history of cinema and the film industry in Asia.

From Maryland to Missouri and Maine to Georgia, grassroots organizations sent men, money, and supplies to aid the Greeks. Defending the modern Greeks from Turkish slavery and oppression was an issue on which northerners and southerners agreed. Philhellenes, often led by women, joined efforts with benevolence and missionary groups and together they promoted humanitarianism, education reform, and evangelism. Public pressure on the US Congress, however, did not result in intervention on behalf of the Greeks. Commercial interests convinced US officials, who wished to cultivate commercial ties with the Ottomans, to remain out of the conflict.
The Greek Fire analyzes the role of Americans in the Greek Revolution and the aftermath of US involvement. In doing so, Santelli revises understandings of US involvement in foreign affairs, and she shows how diplomacy developed at the same time as Americans were learning what it meant to be a country, and what that country stood for.

American Foreign Policy in Cold War Laos

During the Eisenhower and Kennedy administrations, Laos was positioned to become a major front in the Cold War. Yet American policymakers ultimately chose to resist communism in neighboring South Vietnam instead. Two generations of historians have explained this decision by citing logistical considerations. According to the accepted account, Laos's landlocked, mountainous terrain made the kingdom an unpropitious place to fight, while South Vietnam-possessing a long coastline, navigable rivers, and all-weather roads-better accommodated America's military forces. The Universe Unraveling is a provocative reinterpretation of U.S.-Lao relations in the years leading up to the Vietnam War. Seth Jacobs argues that Laos boasted several advantages over South Vietnam as a battlefield, notably its thousand-mile border with Thailand and the fact that the Thai premier was willing to allow Washington to use his nation as a base from which to attack the communist Pathet Lao. Evolutionary theory, social Darwinism, and racial anthropology had been dominant doctrines in international relations from its beginnings; racist attitudes informed research priorities and were embedded in newly formed professional organizations. In White World Order, Black Power Politics, Robert Vitalis recovers the arguments, texts, and institution building of an extraordinary group of professors at Howard University, including Alain Locke, Ralph Bunche, Rayford Logan, Eric Williams, and Merze Tate, who was the first black female professor of political science in the country.
