In Diasporic Cold Warriors, Chien-Wen Kung explains how the Chinese Nationalist Party (Kuomintang) sowed the seeds of anticommunism among the Philippine Chinese with the active participation of the Philippine state. From the 1950s to the 1970s, Philippine Chinese were Southeast Asia's most exemplary Cold Warriors among overseas Chinese. During these decades, no Chinese community in the region was more vigilant in identifying and rooting out suspected communists from within its midst, none was as committed to mobilizing against the People's Republic of China as the one in the former US colony. Ironically, for all the fears of overseas Chinese communities' ties to the PRC at the time, the example of the Philippines shows that the "China" that intervened the most extensively in any Southeast Asian Chinese society during the Cold War was the Republic of China on Taiwan. For the first time, Kung tells the story of the Philippine Chinese as pro-Taiwan, anticommunist partisans, tracing their evolving relationship with the KMT and successive Philippine governments over the mid-twentieth century. Throughout, he argues for a networked and transnational understanding of the ROC-KMT party-state and demonstrates that Taipei exercised a form of non-territorial sovereignty over the Philippine Chinese with Manila's participation and consent. Challenging depoliticized narratives of cultural integration, he also contends that, because of the KMT, Chinese identity formation and practices of belonging in the Philippines were deeply infused with Cold War ideology. Drawing on archival research and fieldwork in Taiwan, the Philippines, the United States, and China, Diasporic Cold Warriors reimagines the histories of the ROC, the KMT, and the Philippine Chinese, connecting them to the broader canvas of the Cold War and postcolonial nation-building in East and Southeast Asia.

In Inglorious, Illegal Bastards, Aaron Herald Skabelund examines how the Self-Defense Force (SDF), the post-World War II Japanese military, and specifically the Ground Self-Defense Force (GSDF), struggled for legitimacy in a society at best indifferent, and often hostile to its very existence. From the early iterations of the GDSF as the Police Reserve Force and the National Safety Force, through its establishment as the largest and most visible branch of the armed forces, the GDSF deployed an array of public outreach and public service initiatives including off base and on-base events, civil engineering projects, and natural disaster relief operations. Internally, the GDSF focused on indoctrination of its personnel to fashion a reconfigured patriotism and esprit de corps. These efforts to gain legitimacy achieved some success and influenced the public over time. Such military-society integration did not just change society. It also transformed the force itself as it assumed new priorities and traditions, and contributed to the making of a Cold War defense identity, which came to be shared by wider society in Japan. As Inglorious, Illegal Bastards demonstrates, this identity endures today, several decades after the end of the Cold War.

Disruptions of Daily Life explores the mass media landscape of early twentieth century in order to uncover the subversive societal impact of four major Japanese authors: Tanizaki Jun'ichirō, Yokomitsu Riichi, Kawabata Yasunari, and Hirabayashi Taiko. Arthur Mitchell examines this literature against global realities through a modernist lens, studying an alternative modernism that challenges the Western European model. Through broad surveys of discussions surrounding Japanese life in the 1920s, Mitchell locates and examines flourishing divergent ideologies of the early twentieth century such as gender, ethnicity, and nationalism. He unravels how the narrative and linguistic strategies of modernist texts interrogated the innocence of this language, disrupting their hold on people's imagined relationship to daily life. These modernist works often discursively displaced the authority of their own claims by inadvertently exposing the global epistemology of East vs. West. Mitchell's reading of these formalist texts expands modernism studies into a more translational dialogue by locating subversions within the local historical culture and allowing readers to make connections to the time and place in which the texts were written. In highlighting the unbreakable link between literature and society, Disruptions of Daily Life reaffirms the value of modernist fiction and its ability to make us aware of how realities are constructed-and how those realities can be changed.

Japan's invasion of Manchuria in September of 1931 initiated a new phase of brutal occupation and warfare in Asia and the Pacific. It forwarded the project of remaking the Japanese state along technocratic and fascistic lines and creating a self-sufficient Asian bloc centered on Japan and its puppet state of Manchukuo. In Planning for Empire, Janis Mimura traces the origins and evolution of this new order and the ideas and policies of its chief architects, the reform bureaucrats. The reform bureaucrats pursued a radical, authoritarian vision of modern Japan in which public and private spheres were fused, ownership and control of capital were separated, and society was ruled by technocrats. Mimura shifts our attention away from reactionary young officers to state planners-reform bureaucrats, total war officers, new zaibatsu leaders, economists, political scientists, engineers, and labor party leaders. She shows how empire building and war mobilization raised the stature and influence of these middle-class professionals by calling forth new government planning agencies, research bureaus, and think tanks to draft Five Year industrial plans, rationalize industry, mobilize the masses, streamline the bureaucracy, and manage big business. Deftly examining the political battles and compromises of Japanese technocrats in their bid for political power and Asian hegemony, Planning for Empire offers a new perspective on Japanese fascism by revealing its modern roots in the close interaction of technology and right-wing ideology.

Around the turn of the twentieth century, disorders that Chinese physicians had been writing about for over a millennium acquired new identities in Western medicine-sudden turmoil became cholera; flowers of heaven became smallpox; and foot qi became beriberi. Historians have tended to present these new identities as revelations, overlooking evidence that challenges Western ideas about these conditions. In Forgotten Disease, Hilary A. Smith argues that, by privileging nineteenth century sources, we misrepresent what traditional Chinese doctors were seeing and doing, therefore unfairly viewing their medicine as inferior. Drawing on a wide array of sources, ranging from early Chinese classics to modern scientific research, Smith traces the history of one representative case, foot qi, from the fourth century to the present day. She examines the shifting meanings of disease over time, showing that each transformation reflects the social, political, intellectual, and economic environment. The breathtaking scope of this story offers insights into the world of early Chinese doctors and how their ideas about health, illness, and the body were developing far before the advent of modern medicine. Smith highlights the fact that modern conceptions of these ancient diseases create the impression that the West saved the Chinese from age-old afflictions, when the reality is that many prominent diseases in China were actually brought over as a result of imperialism. She invites the reader to reimagine a history of Chinese medicine that celebrates its complexity and nuance, rather than uncritically disdaining this dynamic form of healing.

During the interwar period, Japanese intellectuals, writers, activists, and politicians, although conscious of the many points of intersection between their politics and those of Mussolini, were ambivalent about the comparability of Imperial Japan and Fascist Italy. In The Fascist Effect, Reto Hofmann uncovers the ideological links that tied Japan to Italy, drawing on extensive materials from Japanese and Italian archives to shed light on the formation of fascist history and practice in Japan and beyond. Moving between personal experiences, diplomatic and cultural relations, and geopolitical considerations, Hofmann shows that interwar Japan found in fascism a resource to develop a new order at a time of capitalist crisis. Japanese thinkers and politicians debated fascism as part of a wider effort to overcome a range of modern woes, including class conflict and moral degeneration, through measures that fostered national cohesion and social order. Hofmann demonstrates that fascism in Japan was neither a European import nor a domestic product; it was, rather, the result of a complex process of global transmission and reformulation. By focusing on how interwar Japanese understood fascism, Hofmann recuperates a historical debate that has been largely disregarded by historians, even though its extent reveals that fascism occupied a central position in the politics of interwar Japan. Far from being a vague term, as postwar historiography has so often claimed, for Japanese of all backgrounds who came of age from the 1920s to the 1940s, fascism conjured up a set of concrete associations, including nationalism, leadership, economics, and a drive toward empire and a new world order.

From 1868–1872, German geologist Ferdinand von Richthofen went on an expedition to China. His reports on what he found there would transform Western interest in China from the land of porcelain and tea to a repository of immense coal reserves. By the 1890s, European and American powers and the Qing state and local elites battled for control over the rights to these valuable mineral deposits. As coal went from a useful commodity to the essential fuel of industrialization, this vast natural resource would prove integral to the struggle for political control of China. Geology served both as the handmaiden to European imperialism and the rallying point of Chinese resistance to Western encroachment. In the late nineteenth century both foreign powers and the Chinese viewed control over mineral resources as the key to modernization and industrialization. When the first China Geological Survey began work in the 1910s, conceptions of natural resources had already shifted, and the Qing state expanded its control over mining rights, setting the precedent for the subsequent Republican and People's Republic of China regimes. In Empires of Coal, Shellen Xiao Wu argues that the changes specific to the late Qing were part of global trends in the nineteenth century, when the rise of science and industrialization destabilized global systems and caused widespread unrest and the toppling of ruling regimes around the world.

Sovereignty Experiments tells the story of how authorities in Korea, Russia, China, and Japan-through diplomatic negotiations, border regulations, legal categorization of subjects and aliens, and cultural policies-competed to control Korean migrants as they suddenly moved abroad by the thousands in the late nineteenth century. Alyssa M. Park argues that Korean migrants were essential to the process of establishing sovereignty across four states because they tested the limits of state power over territory and people in a borderland where authority had been long asserted but not necessarily enforced. Traveling from place to place, Koreans compelled statesmen to take notice of their movement and to experiment with various policies to govern it. Ultimately, states' efforts culminated in drastic measures, including the complete removal of Koreans on the Soviet side. As Park demonstrates, what resulted was the stark border regime that still stands between North Korea, Russia, and China today. Skillfully employing a rich base of archival sources from across the region, Sovereignty Experiments sets forth a new approach to the transnational history of Northeast Asia. By focusing on mobility and governance, Park illuminates why this critical intersection of Asia was contested, divided, and later reimagined as parts of distinct nations and empires. The result is a fresh interpretation of migration, identity, and state making at the crossroads of East Asia and Russia.

Thousands of wounded servicemen returned to Japan following the escalation of Japanese military aggression in China in July 1937. Tens of thousands would return home after Japan widened its war effort in 1939. In Casualties of History, Lee K. Pennington relates for the first time in English the experiences of Japanese wounded soldiers and disabled veterans of Japan's "long" Second World War (from 1937 to 1945). He maps the terrain of Japanese military medicine and social welfare practices and establishes the similarities and differences that existed between Japanese and Western physical, occupational, and spiritual rehabilitation programs for war-wounded servicemen, notably amputees. To exemplify the experience of these wounded soldiers, Pennington draws on the memoir of a Japanese soldier who describes in gripping detail his medical evacuation from a casualty clearing station on the front lines and his medical convalescence at a military hospital. Moving from the hospital to the home front, Pennington documents the prominent roles adopted by disabled veterans in mobilization campaigns designed to rally popular support for the war effort. Following Japan's defeat in August 1945, U.S. Occupation forces dismantled the social welfare services designed specifically for disabled military personnel, which brought profound consequences for veterans and their dependents. Using a wide array of written and visual historical sources, Pennington tells a tale that until now has been neglected by English-language scholarship on Japanese society. He gives us a uniquely Japanese version of the all-too-familiar story of soldiers who return home to find their lives (and bodies) remade by combat.

In 1924, Professor Ueno Eizaburo of Tokyo Imperial University adopted an Akita puppy he named Hachiko. Each evening Hachiko greeted Ueno on his return to Shibuya Station. In May 1925 Ueno died while giving a lecture. Every day for over nine years the Akita waited at Shibuya Station, eventually becoming nationally and even internationally famous for his purported loyalty. A year before his death in 1935, the city of Tokyo erected a statue of Hachiko outside the station. The story of Hachiko reveals much about the place of dogs in Japan's cultural imagination. In the groundbreaking Empire of Dogs, Aaron Herald Skabelund examines the history and cultural significance of dogs in nineteenth- and twentieth-century Japan, beginning with the arrival of Western dog breeds and new modes of dog keeping, which spread throughout the world with Western imperialism. He highlights how dogs joined with humans to create the modern imperial world and how, in turn, imperialism shaped dogs' bodies and their relationship with humans through its impact on dog-breeding and dog-keeping practices that pervade much of the world today. In a book that is both enlightening and entertaining, Skabelund focuses on actual and metaphorical dogs in a variety of contexts: the rhetorical pairing of the Western "colonial dog" with native canines; subsequent campaigns against indigenous canines in the imperial realm; the creation, maintenance, and in some cases restoration of Japanese dog breeds, including the Shiba Inu; the mobilization of military dogs, both real and fictional; and the emergence of Japan as a "pet superpower" in the second half of the twentieth century. Through this provocative account, Skabelund demonstrates how animals generally and canines specifically have contributed to the creation of our shared history, and how certain dogs have subtly influenced how that history is told. Generously illustrated with both color and black-and-white images, Empire of Dogs shows that human-canine relations often expose how people-especially those with power and wealth-use animals to define, regulate, and enforce political and social boundaries between themselves and other humans, especially in imperial contexts.

Black Market Business is a grassroots social history of the clandestine market for sex in colonial Tonkin. Lively and well told, it explores the ways in which sex workers, managers, and clients evaded the colonial regulation system in the turbulent economy of the interwar years. Christina Elizabeth Firpo argues that the confluence of economic, demographic, and cultural changes sweeping late colonial Tonkin created spaces of tension in which the interwar black market sex industry thrived. The clandestine sex industry flourished in sites of legal inconsistency, cultural changes, economic disparity, rural-urban division, and demographic shifts. As a nexus of the many tensions besetting late colonial Tonkin, the black market sex industry serves as a useful lens through which to examine these tensions and the ways they affected marginalized populations. More specifically, an investigation of this black market shows how a particular population of impoverished women-a group regrettably understudied by historians-experienced the tensions. Drawing on an astonishingly diverse and multilingual source base, Black Market Business includes detailed cases of juvenile prostitution, human trafficking, and debt bondage arrangements in sex work, as well as cases in Tonkin's bars, hotels, singing houses, and dance clubs. Using GIS technology and big data sets to track individual actors in history, it serves as a model for teaching new methodological approaches to conducting social histories of women and marginalized people.

A symbol of the "new Japan" displayed at World's Fairs, depicted in travel posters, and celebrated as the product of a national spirit of innovation, the Tōkaidō Shinkansen-the first bullet train, dubbed the "dream super-express"- represents the bold aspirations of a nation rebranding itself after military defeat, but also the deep problems caused by the unbridled postwar drive for economic growth. At the dawn of the space age, how could a train become such an important symbol? In Dream Super-Express, Jessamyn Abel contends that understanding the various, often contradictory, images of the bullet train reveals how infrastructure operates beyond its intended use as a means of transportation to perform cultural and sociological functions. The multi-layered dreams surrounding this high-speed railway tell a history not only of nation-building but of resistance and disruption. Though it constituted neither a major technological leap nor a new infrastructural connection, the train enchanted, enthralled, and enraged government officials, media pundits, community activists, novelists, and filmmakers. This history of imaginations around the monumental rail system resists the commonplace story of progress to consider the tug-of-war over the significance of the new line. Is it a vision of the future or a reminder of the past, an object of international admiration or a formidable threat? Does it enable new relationships and identities or reify existing social hierarchies? Tracing the meanings assigned to high-speed rail shows how it prompted a reimagination of identity on the levels of individual, metropolis, and nation in a changing Japan.

North Korea, despite a shattered economy and a populace suffering from widespread hunger, has outlived repeated forecasts of its imminent demise. Charles K. Armstrong contends that a major source of North Korea's strength and resiliency, as well as of its flaws and shortcomings, lies in the poorly understood origins of its system of government. He examines the genesis of the Democratic People's Republic of Korea (DPRK) both as an important yet rarely studied example of a communist state and as part of modern Korean history. North Korea is one of the last redoubts of "unreformed" Marxism-Leninism in the world. Yet it is not a Soviet satellite in the East European manner, nor is its government the result of a local revolution, as in Cuba and Vietnam. Instead, the DPRK represents a unique "indigenization" of Soviet Stalinism, Armstrong finds. The system that formed under the umbrella of the Soviet occupation quickly developed into a nationalist regime as programs initiated from above merged with distinctive local conditions. Armstrong's account is based on long-classified documents captured by U.S. forces during the Korean War. This enormous archive of over 1.6 million pages provides unprecedented insight into the making of the Pyongyang regime and fuels the author's argument that the North Korean state is likely to remain viable for some years to come.

In The Greater East Asia Co-Prosperity Sphere, Jeremy Yellen exposes the history, politics, and intrigue that characterized the era when Japan's "total empire" met the total war of World War II. He illuminates the ways in which the imperial center and its individual colonies understood the concept of the Sphere, offering two sometimes competing, sometimes complementary, and always intertwined visions-one from Japan, the other from Burma and the Philippines. Yellen argues that, from 1940 to 1945, the Greater East Asia Co-Prosperity Sphere epitomized two concurrent wars for Asia's future: the first was for a new type of empire in Asia, and the second was a political war, waged by nationalist elites in the colonial capitals of Rangoon and Manila. Exploring Japanese visions for international order in the face of an ever-changing geopolitical situation, The Greater East Asia Co-Prosperity Sphere explores wartime Japan's desire to shape and control its imperial future while its colonies attempted to do the same. At Japan's zenith as an imperial power, the Sphere represented a plan for regional domination; by the end of the war, it had been recast as the epitome of cooperative internationalism. In the end, the Sphere could not survive wartime defeat, and Yellen's lucidly written account reveals much about the desires of Japan as an imperial and colonial power, as well as the ways in which the subdued colonies in Burma and the Philippines jockeyed for agency and a say in the future of the region.

Passage to Manhood addresses the intersection of modernity, heroin use, and HIV/AIDS as they are embodied in a new rite-of-passage among young men in the Sichuan province of southwestern China. Through a nuanced analysis of the Nuosu population, this book seeks to answer why the Nuosu has a disproportionately large number of opiate users and HIV positive individuals relative to others in Sichuan. By focusing on the experiences of Nuosu migrants and drug users, it shows how multiple modernities, individual yearnings, and societal resilience have become entwined in the Nuosu's calamitous encounter with the Chinese state and, after long suppression, their efforts at cultural reconstruction. This ethnography pits the Nuosu youths' adventures, as part of their passage to manhood, against the drastic social changes in their community and, more broadly, China over the last half century. It offers fascinating material for courses on migration, globalization, youth culture, public health, and development at both undergraduate and graduate levels.

While the eradication of smallpox has long been documented, not many know the Chinese roots of this historic achievement. In this revelatory study, Mary Augusta Brazelton examines the PRC's public health campaigns of the 1950s to explain just how China managed to inoculate almost six hundred million people against this and other deadly diseases. Mass Vaccination tells the story of the people, materials, and systems that built these campaigns, exposing how, by improving the nation's health, the Chinese Communist Party quickly asserted itself in the daily lives of all citizens. This crusade had deep roots in the Republic of China during the Second Sino-Japanese War, when researchers in China's southwest struggled to immunize as many people as possible, both in urban and rural areas. But its legacy was profound, providing a means for the state to develop new forms of control and of engagement. Brazelton considers the implications of vaccination policies for national governance, from rural health care to Cold War-era programs of medical diplomacy. By embedding Chinese medical history within international currents, she highlights how and why China became an exemplar of primary health care at a crucial moment in global health policy.

In The Chinese Revolution on the Tibetan Frontier, Benno Weiner provides the first in-depth study of an ethnic minority region during the first decade of the People's Republic of China: the Amdo region in the Sino-Tibetan borderland. Employing previously inaccessible local archives as well as other rare primary sources, he demonstrates that the Communist Party's goal in 1950s Amdo was not just state- building, but also nation-building. Such an objective required the construction of narratives and policies capable of convincing Tibetans of their membership in a wider political community. However, as Weiner shows, early efforts to "gradually" and "organically" transform a vast multiethnic empire into a singular nation-state lost out to a revolutionary impatience, demanding more immediate paths to national integration and socialist transformation. This led in 1958 to communization, then large-scale rebellion and its brutal pacification. Rather than a voluntary union, Amdo was integrated through the widespread, often indiscriminate use of violence, a violence that lingers in the living memory of Amdo Tibetans and others.

Shifting the focus from the state legislation of copyright to the daily, on-the-ground negotiations among Chinese authors, publishers, and state agents, Wang presents a more dynamic, nuanced picture of the encounter between Chinese and foreign ideas and customs. Developing multiple ways for articulating their understanding of copyright, Chinese authors, booksellers, and publishers played a crucial role in its growth and eventual institutionalization in China. These individuals enforced what they viewed as copyright to justify their profit, protect their books, and crack down on piracy in a changing knowledge economy. As China transitioned from a late imperial system to a modern state, booksellers and publishers created and maintained their own economic rules and regulations when faced with the absence of an effective legal framework. Exploring how copyright was transplanted, adopted, and practiced, Pirates and Publishers demonstrates the pivotal roles of those who produce and circulate knowledge. How do modern states emerge from the turmoil of under governed spaces? This is the question Reo Matsuzaki ponders in State building by Imposition. Comparing Taiwan and the Philippines under the colonial rule of Japan and the United States, in the late nineteenth and early twentieth centuries, he shows similar situations produce different outcomes and yet lead us to one conclusion. Contemporary state building efforts by the US and the UN start from the premise that strong states can and should be constructed through the establishment of representative government institutions, a liberalized economy, and laws that protect private property and advance personal liberties. But when state building runs into widespread popular resistance, as it did in both Taiwan the Philippines, state building success depends on reconfiguring the very fabric of society, embracing local elites rather than the broad population, and giving elites the power to discipline the people. In Taiwan under Japanese rule, local elites behaved as obedient and effective intermediaries and contributed to government authority; in the Philippines under US rule, they became the very cause of the state's weakness by aggrandizing wealth, corrupting the bureaucracy, and obstructing policy enforcement. As State building by Imposition details, Taiwanese and Filipino history teaches us that the imposition of democracy is no guarantee of success when forming a new state and that illiberal actions may actually be more effective. Matsuzaki's controversial political history forces us to question whether state building, given what it would take for this to result in the construction of a strong state, is the best way to address under governed spaces in the world today.

Fighting for Virtue investigates how Thailand's judges were tasked by the late King Bhumibol Adulyadej (Rama IX) in 2006 with helping to solve the country's intractable political problems-and what happened next. Across the last decade of Rama IX's rule, Duncan McCargo examines the world of Thai judges: how they were recruited, trained, and promoted, and how they were socialized into a conservative world view that emphasized the proximity between the judiciary and the monarchy. McCargo delves into three pivotal freedom of expression cases that illuminate Thai legal and cultural understandings of sedition and treason, before examining the ways in which accusations of disloyalty made against controversial former prime minister Thaksin Shinawatra came to occupy a central place in the political life of a deeply polarized nation. The author navigates the highly contentious role of the Constitutional Court as a key player in overseeing and regulating Thailand's political order before concluding with reflections on the significance of the Bhumibol era of "judicialization" in Thailand. In Samurai to Soldier, D. Colin Jaundrill rewrites the military history of nineteenth-century Japan. In fifty years spanning the collapse of the Tokugawa shogunate and the rise of the Meiji nation-state, conscripts supplanted warriors as Japan's principal arms-bearers. The most common version of this story suggests that the Meiji institution of compulsory military service was the foundation of Japan's efforts to save itself from the imperial ambitions of the West and set the country on the path to great power status. Jaundrill argues, to the contrary, that the conscript army of the Meiji period was the culmination-and not the beginning-of a long process of experimentation with military organization and technology. Jaundrill traces the radical changes to Japanese military institutions, as well as the on-field consequences of military reforms in his accounts of the Boshin War (1868–1869) and the Satsuma Rebellions of 1877. He shows how pre-1868 developments laid the foundations for the army that would secure Japan's Asian empire.

Government wrongdoing or negligence harms people worldwide, but not all victims are equally effective at obtaining redress. In Accidental Activists, Celeste L. Arrington examines the interactive dynamics of the politics of redress to understand why not. Relatively powerless groups like redress claimants depend on support from political elites, active groups in society, the media, experts, lawyers, and the interested public to capture democratic policymakers' attention and sway their decisions. Focusing on when and how such third-party support matters, Arrington finds that elite allies may raise awareness about the victims' cause or sponsor special legislation, but their activities also tend to deter the mobilization of fellow claimants and public sympathy. By contrast, claimants who gain elite allies only after the difficult and potentially risky process of mobilizing societal support tend to achieve more redress, which can include official inquiries, apologies, compensation, and structural reforms. Arrington draws on her extensive fieldwork to illustrate these dynamics through comparisons of the parallel Japanese and South Korean movements of victims of harsh leprosy control policies, blood products tainted by hepatitis C, and North Korean abductions. Her book thereby highlights how citizens in Northeast Asia-a region grappling with how to address Japan's past wrongs-are leveraging similar processes to hold their own governments accountable for more recent harms. Accidental Activists also reveals the growing power of litigation to promote policy change and greater accountability from decision makers.

Claire Edington's fascinating look at psychiatric care in French colonial Vietnam challenges our notion of the colonial asylum as a closed setting, run by experts with unchallenged authority, from which patients rarely left. She shows instead a society in which Vietnamese communities and families actively participated in psychiatric decision-making in ways that strengthened the power of the colonial state, even as they also forced French experts to engage with local understandings of, and practices around, insanity. Beyond the Asylum reveals how psychiatrists, colonial authorities, and the Vietnamese public debated both what it meant to be abnormal, as well as normal enough to return to social life, throughout the early twentieth century. Straddling the fields of colonial history, Southeast Asian studies and the history of medicine, Beyond the Asylum shifts our perspective from the institution itself to its relationship with the world beyond its walls. This world included not only psychiatrists and their patients, but also prosecutors and parents, neighbors and spirit mediums, as well as the police and local press. How each group interacted with the mentally ill, with each other, and sometimes in opposition to each other, helped decide the fate of those both in and outside the colonial asylum.

In 1940, Japan was into its third year of war with China, and relations with the United States were deteriorating, but it was a heady time for the Japanese nonetheless. That year, the Japanese commemorated the 2,600th anniversary of the founding of the Empire of Japan. According to the imperial myth-history, Emperor Jimmu, descended from the Sun Goddess Amaterasu, established the "unbroken imperial line" in 660 BCE. In carefully choreographed ceremonies throughout the empire, through new public monuments, with visual culture, and through heritage tourism, the Japanese celebrated the extension of imperial rule under the 124th emperor, Hirohito. These celebrations, the climactic moment for the ideology that was central to modern Japan's identity until the imperial cult's legitimacy was bruised by defeat in 1945, are little known outside Japan. Imperial Japan at Its Zenith, the first book in English about the 2,600th anniversary, examines the themes of the celebration and what they tell us about Japan at mid-century. Kenneth J. Ruoff emphasizes that wartime Japan did not reject modernity in favor of nativist traditionalism. Instead, like Nazi Germany and Fascist Italy, it embraced reactionary modernism. Ruoff also highlights the role played by the Japanese people in endorsing and promoting imperial ideology and expansion, documenting the significant grassroots support for the cult of the emperor and for militarism. In Mobilizing Japanese Youth, Christopher Gerteis examines how non-state institutions in Japan-left-wing radicals and right wing, activists, attempted to mold the political consciousness of the nation's first postwar generation, which by the late 1960s were the demographic majority of voting-age adults. Gerteis argues that socially constructed aspects of class and gender preconfigured the forms of political rhetoric and social organization that both the far-right and far-left deployed to mobilize postwar, further exacerbating the levels of social and political alienation expressed by young blue- and pink- collar working men and women well into the 1970s, illustrated by high-profile acts of political violence committed by young Japanese in this era. As Gerteis shows, Japanese youth were profoundly influenced by a transnational flow of ideas and people that constituted a unique historical convergence of pan-Asianism, Mao-ism, black nationalism, anti-imperialism, anticommunism, neo-fascism, and ultra-nationalism. Mobilizing Japanese Youth carefully unpacks their formative experiences and the social, cultural, and political challenges to both the hegemonic culture and the authority of the Japanese state that engulfed them. The 1950s-style mass-mobilization efforts orchestrated by organized labor could not capture their political imagination in the way that more extreme ideologies could. By focusing on how far-right and far-left organizations attempted to reach-out to young radicals, especially those of working-class origins, this book offers a new understanding of successive waves of youth radicalism since 1960.

The year was 1945. Hundreds of thousands of Allied troops poured into war-torn Japan and spread throughout the country. The effect of this influx on the local population did not lessen in the years following the war's end. In fact, the presence of foreign servicemen also heightened the visibility of certain others, particularly panpan-streetwalkers-who were objects of their desire. Occupying Power shows how intimate histories and international relations are interconnected in ways scholars have only begun to explore. Sex workers who catered to servicemen were integral to the postwar economic recovery, yet they were nonetheless blamed for increases in venereal disease and charged with diluting the Japanese race by producing mixed-race offspring. In 1956, Japan passed its first national law against prostitution, which produced an unanticipated effect. By ending a centuries-old tradition of sex work regulation, it made sex workers less visible and more vulnerable. This probing history reveals an important but underexplored aspect of the Japanese occupation and its effect on gender and society. It shifts the terms of debate on a number of controversies, including Japan's history of forced sexual slavery, rape accusations against U.S. servicemen, opposition to U.S. overseas bases, and sexual trafficking.

Throughout most of history, in China the insane were kept within the home and treated by healers who claimed no specialized knowledge of their condition. In the first decade of the twentieth century, however, psychiatric ideas and institutions began to influence longstanding beliefs about the proper treatment for the mentally ill. In “The Invention of Madness”, Emily Baum traces a genealogy of insanity from the turn of the century to the onset of war with Japan in 1937, revealing the complex and convoluted ways in which "madness" was transformed in the Chinese imagination into "mental illness." Focusing on typically marginalized historical actors, including municipal functionaries and the urban poor, The Invention of Madness shifts our attention from the elite desire for modern medical care to the ways in which psychiatric discourses were implemented and redeployed in the midst of everyday life. A history of how Chinese officials used statistics to define a new society in the early years of the People's Republic of China In 1949, at the end of a long period of wars, one of the biggest challenges facing leaders of the new People's Republic of China was how much they did not know. The government of one of the world's largest nations was committed to fundamentally reengineering its society and economy via socialist planning while having almost no reliable statistical data about their own country. Making It Count is the history of efforts to resolve this "crisis in counting." In a deeply ethnographic appraisal, based on years of in situ research, The Battle for Fortune looks at the rising stakes of Tibetans' encounters with Chinese state-led development projects in the early 2000s. The book builds upon anthropology's qualitative approach to personhood, power and space to rethink the premises and consequences of economic development campaigns in China's multiethnic northwestern province of Qinghai. Charlene Makley considers Tibetans' encounters with development projects as first and foremost a historically situated interpretive politics, in which people negotiate the presence or absence of moral and authoritative persons and their associated jurisdictions and powers. Because most Tibetans believe the active presence of deities and other invisible beings has been the ground of power, causation, and fertile or fortunate landscapes, Makley also takes divine beings seriously, refusing to relegate them to a separate, less consequential, "religious" or "premodern" world. The Battle for Fortune, therefore challenges readers to grasp the unique reality of Tibetans' values and fears in the face of their marginalization in China. In The Concrete Plateau, Andrew Grant examines the ways that urbanization has extended into the Tibetan Plateau. Many people still think of Tibetans as not being urban, or that if they do live in cities, this means that they have lost something. Much of this is relates to the expectation that urbanization can only erode essential aspects of Tibetan culture. Grant pushes back against this notion through his in-depth exploration of Tibetans' experiences with urban life in the growing city of Xining, the largest city on the Tibetan Plateau. Grant shows how Tibetans' actions to sustain their community challenge China's civilizing machine: a product of state-led urbanization that seeks to marginalize ethnic and indigenous groups. In their homes, neighborhoods, and businesses, Tibetans' assertion of cultural identity and modification of the built environment has prevented their assimilation into China's national urban project. The Concrete Plateau presents insights into the politics of urban development not only in Tibet and China, but to contexts of urban diversity all around world. In Policing China, Suzanne E. Scoggins delves into the paradox of China's self-projection of a strong security state while having a weak police bureaucracy. Assessing the problems of resources, enforcement, and oversight that beset the police, outside of cracking down on political protests, Scoggins finds that the central government and the Ministry of Public Security have prioritized "stability maintenance" (weiwen) to the detriment of nearly every aspect of policing. The result, she argues, is a hollowed out and ineffective police force that struggles to deal with everyday crime. Using interviews with police officers up and down the hierarchy, as well as station data, news reports, and social media postings, Scoggins probes the challenges faced by ground-level officers and their superiors at the Ministry of Public Security as they attempt to do their jobs in the face of funding limitations, reform challenges, and structural issues. Policing China concludes that despite the social control exerted by China's powerful bureaucracies, security failures at the street level have undermined Chinese citizens' trust in the legitimacy of the police and the capabilities of the state.

In A Medicated Empire, Timothy M. Yang explores the history of Japan's pharmaceutical industry in the early twentieth century through a close account of Hoshi Pharmaceuticals, one of East Asia's most influential drug companies from the late 1910s through the early 1950s. Focusing on Hoshi's connections to Japan's emerging nation-state and empire, and on the ways in which it embraced an ideology of modern medicine as a humanitarian endeavor for greater social good, Yang shows how the industry promoted a hygienic, middle-class culture that was part of Japan's national development and imperial expansion. Yang makes clear that the company's fortunes had less to do with scientific breakthroughs and medical innovations than with Japan's web of social, political, and economic relations. He lays bare Hoshi's business strategies and its connections with politicians and bureaucrats, and he describes how public health authorities dismissed many of its products as placebos at best and poisons at worst. Hoshi, like other pharmaceutical companies of the time, depended on resources and markets opened up, often violently, through colonization. Combining global histories of business, medicine, and imperialism, A Medicated Empire shows how the development of the pharmaceutical industry simultaneously supported and subverted regimes of public health at home and abroad.

In “Narratives of Civic Duty”, Aram Hur investigates the impulse behind a sense of civic duty in democracies. Why do some citizens feel a responsibility to vote, pay taxes, or take up arms in defense of one's country? Through comparing democratic societies in East Asia and elsewhere, Hur shows that the sense of obligation to be a good citizen-upon which the resilience of a democracy depends-emerges from a force long thought to be detrimental to democracy itself: national attachments. Nationalism's illiberal and exclusive tendencies are typically viewed as disruptive to democratic processes, but Hur argues that there is nothing inherently antidemocratic about nationalism. Rather, whether nationalism helps or hinders democracy is shaped by the historicized relationship between a national people and their democratic state. When national stories portray that relationship as one of mutual commitment, nationalism strengthens democracies by motivating widespread civic duty among citizens. Drawing on personal narratives, statistical surveys, and experiments, Narratives of Civic Duty offers a provocative national theory of civic duty that cuts to the heart of what makes democracies thrive.

Between the early seventeenth and the mid-nineteenth century, the field of natural history in Japan separated itself from the discipline of medicine, produced knowledge that questioned the traditional religious and philosophical understandings of the world, developed into a system (called honzogaku) that rivaled Western science in complexity-and then seemingly disappeared. Or did it? In “The Knowledge of Nature and the Nature of Knowledge in Early Modern Japan”, Federico Marcon recounts how Japanese scholars developed a sophisticated discipline of natural history analogous to Europe's but created independently, without direct influence, and argues convincingly that Japanese natural history succumbed to Western science not because of suppression and substitution, as scholars traditionally have contended, but by adaptation and transformation. What is time made of? We might balk at such a question and reply that time is not made of anything-it is an abstract and universal phenomenon. In “Making Time”, Yulia Frumer upends this assumption, using changes in the conceptualization of time in Japan to show that humans perceive time as constructed and concrete. In the mid-sixteenth century, when the first mechanical clocks arrived in Japan from Europe, the Japanese found them interesting but useless, because they failed to display time in units that changed their length with the seasons, as was customary in Japan at the time. In 1873, however, the Japanese government adopted the Western equal-hour system as well as Western clocks. Given that Japan carried out this reform during a period of rapid industrial development, it would be easy to assume that time consciousness is inherent to the equal-hour system and a modern lifestyle, but Making Time suggests that punctuality and time-consciousness are equally possible in a society regulated by a variable-hour system, arguing that this reform occurred because the equal-hour system better reflected a new conception of time-as abstract and universal-which had been developed in Japan by a narrow circle of astronomers, who began seeing time differently as a result of their measurement and calculation practices. Over the course of a few short decades this new way of conceptualizing time spread, gradually becoming the only recognized way of treating time.
