Are second chances enough when the world is conspiring against you? After nine years, Dax and Rose cross paths again but is it too late for them? At the height of Prohibition and the dawn of the Great Depression, lesbian couple Dax and Rose look forward to a clandestine life together in Half Moon Bay after narrowly escaping death at Devil's Slide. Dax's sister May makes the Foster House their refuge while they sit on a gold mine of stolen whiskey from the Seaside Club. But then Frankie Wilkes learns Dax might have it and makes Rose's life miserable for defending her. Dax scrambles to unload the barrels in San Francisco to keep their struggling restaurant afloat but sparks the curiosity of May's husband Logan, who had abandoned them months earlier. He shows up looking for money and finds the hidden barrel Dax had kept for a rainy day. When Logan sells the whiskey to customers by the glass, Dax sees the ugly side of the illegal business when left unchecked. In comes Grace Parsons, a wealthy Hollywood starlet and Rose's former lover, with a solution to their problems. However, her bold help spirals into a violent feud that leaves no one in their inner circle untouched. How far will Logan and Frankie go to get what they want? Can Dax and Rose find a way out before the whiskey war takes their lives?

Half Moon Bay is about to claim its place as the top tourist destination in Northern California, with a second club and the remodeled Seaside Hotel under Grace Parsons's ownership and Dax's management. Repeal of Prohibition is on the horizon with the prospect of making their illegal liquor businesses legitimate. Dax's fractured friendship with Charlie Dawson is the only blowback from her battle with Frankie Wilkes. If she could fix it, her life with Rose would be perfect. Or so Dax thinks until an election sweeps in Roy Wilkes as the new county sheriff. With the law behind him, he's hellbent on revenge for the death of his brother in the wake of the whiskey war and puts everyone involved in his crosshairs. On day one, he wreaks havoc in Half Moon Bay with arrests and beatings. Nothing is off the table. No one close to Dax and Rose is safe, and they must leverage every resource to protect the people they love. How far will Dax go? Will beating Wilkes at his game come at too high a price?
