Transforming Karachi Into a Livable and Competitive Megacity

With a population of 16 million, Karachi is the largest megacity in Pakistan. Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Basic service delivery is very poor, with very low indicators for water supply, sanitation, public transport and public spaces. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging. The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake. The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity – discussing city economy, competitiveness, business environment and poverty; (ii) city livability – discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness – discussing the city's long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them. The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology.

Competitiveness of South Asia's Container Ports
A Comprehensive Assessment Of Performance, Drivers, And Costs

South Asia's trade almost doubled in the past decade, but the share of trade in GDP is still smaller (47 percent) than in East Asia (55 percent), and South Asia's economic competitiveness continues to lag that of other regions. Part of the problem is the region's container ports. As a result of inefficiencies, the average cost of exporting or importing a container in the region is more than twice what it is in East Asia. Better port logistics could help increase trade, diversify exports, attract more foreign direct investment, and spur economic growth. As container traffic continues to grow and physical expansion is constrained by the limited supply of available land at most ports, the best way to improve port performance is by increasing productivity. To identify strategies for doing so, this report examines the performance of the 14 largest container ports in the region based on two sets of criteria: operational performance and economic performance. To measure operational performance, the report benchmarks total time at port, waiting time at port, and idle time as a share of total time at berth. To measure economic performance, it benchmarks productivity and efficiency using two useful techniques: Malmquist total factor productivity decomposition and data envelopment analysis. The report identifies key drivers of port performance and examines how differences in performance across ports are related to those drivers. This analysis is based on an original dataset on private sector participation, governance, and competition in South Asia's container port sector. To highlight the potential gains from improving performance of container ports, the report uses econometric techniques to isolate the impact of efficiency improvements on maritime transport costs and trade. The results suggest that the best strategy for improving port performance in the region is a three-pronged approach that (a) encourages private sector participation through a well-developed enabling environment, including further adoption of the "landlord" port model; (b) strengthens the governance of port authorities' boards; and (c) promotes competition between and within ports, in part through transparent and competitive concession bidding.

As the country that inspires the world with 'gross national happiness' development philosophy, Bhutan is striving to pursue its economic growth while committing to its core values of inclusive and green development. Even with robust economic growth rates, Bhutan's dependence on imports and hydropower revenues drives the country to search for self-reliant option to fuel the economy while further decarbonizing the economy. Electric vehicle is being explored as one of the key policies to introduce green mobility, reduce fossil fuel imports and put the country firmly on a green growth path. Globally, electric vehicles market and technology are still in the nascent stage but are developing rapidly. The automotive industry has adopted electrification as a pillar of future drive train technology. EV uptake is expected to increase significantly with ongoing improvements in technology and resulting cost decreases in the global market. This report aims to help Bhutan think through various technical and policy issues of introducing electric vehicles in its own context. It analyses a variety of factors that will impact adoption of electric vehicles from technical, market and financial feasibility to consumer awareness and stakeholders' capacity. It also addresses several policy questions which are at the heart of public debate such as affordability of the government to undertake the program, economic costs and benefits, distributional impact, fiscal, and macroeconomic implications. Drawing from vast international experiences, the report examines in great technical details how global cutting-edge technology like electric vehicles could be pursued in the context of developing economies with different socio-economic characteristics and constraints compared to advanced economies. It will help readers better grasp the technical, financial, economic and social challenges as well as opportunities in initiating electric vehicles program and provide practical recommendations that will be useful for policy makers in designing their own EV initiative.
