How and Why American Political Behavior Nationalized

In a campaign for state or local office these days, you're as likely today to hear accusations that an opponent advanced Obamacare or supported Donald Trump as you are to hear about issues affecting the state or local community. This is because American political behavior has become substantially more nationalized. American voters are far more engaged with and knowledgeable about what's happening in Washington, DC, than in similar messages whether they are in the South, the Northeast, or the Midwest. Gone are the days when all politics was local.
With “The Increasingly United States”, Daniel J. Hopkins explores this trend and its implications for the American political system. The change is significant in part because it works against a key rationale of America's federalist system, which was built on the assumption that citizens would be more strongly attached to their states and localities. It also has profound implications for how voters are represented. If voters are well informed about state politics, for example, the governor has an incentive to deliver what voters-or at least a pivotal segment of them-want. But if voters are likely to back the same party in gubernatorial as in presidential elections irrespective of the governor's actions in office, governors may instead come to see their ambitions as tethered more closely to their status in the national party.
The Limits of Party
Congress and Lawmaking in a Polarized Era

To many observers, Congress has become a deeply partisan institution where ideologically-distinct political parties do little more than engage in legislative trench warfare. A zero-sum, winner-take-all approach to congressional politics has replaced the bipartisan comity of past eras. If the parties cannot get everything they want in national policymaking, then they prefer gridlock and stalemate to compromise. Or, at least, that is the conventional wisdom.
In “The Limits of Party”, James M. Curry and Frances E. Lee challenge this conventional wisdom. By constructing legislative histories of congressional majority parties' attempts to enact their policy agendas in every congress since the 1980s and by drawing on interviews with Washington insiders, the authors analyze the successes and failures of congressional parties to enact their legislative agendas.
Their conclusions will surprise many congressional observers: Even in our time of intense party polarization, bipartisanship remains the key to legislative success on Capitol Hill. Congressional majority parties today are neither more nor less successful at enacting their partisan agendas. They are not more likely to ram though partisan laws or become mired in stalemate. Rather, the parties continue to build bipartisan coalitions for their legislative priorities and typically compromise on their original visions for legislation in order to achieve legislative success.
Race to the Bottom
How Racial Appeals Work in American Politics

African American voters are a key demographic to the modern Democratic base, and conventional wisdom has it that there is political cost to racialized "dog whistles," especially for Democratic candidates. However, politicians from both parties and from all racial backgrounds continually appeal to negative racial attitudes for political gain.
Challenging what we think we know about race and politics, LaFleur Stephens-Dougan argues that candidates across the racial and political spectrum engage in "racial distancing," or using negative racial appeals to communicate to racially moderate and conservative whites-the overwhelming majority of whites-that they will not disrupt the racial status quo. Race to the Bottom closely examines empirical data on racialized partisan stereotypes to show that engaging in racial distancing through political platforms that do not address the needs of nonwhite communities and charged rhetoric that targets African Americans, immigrants, and others can be politically advantageous. Racialized communication persists as a well-worn campaign strategy because it has real electoral value for both white and black politicians seeking to broaden their coalitions. Stephens-Dougan reveals that claims of racial progress have been overstated as our politicians are incentivized to employ racial prejudices at the expense of the most marginalized in our society.
Legacies of Losing in American Politics

American politics is typically a story about winners. The fading away of defeated politicians and political movements is a feature of American politics that ensures political stability and a peaceful transition of power. But American history has also been built on defeated candidates, failed presidents, and social movements that at pivotal moments did not dissipate as expected but instead persisted and eventually achieved success for the loser's ideas and preferred policies.
With “Legacies of Losing in American Politics”, Jeffrey K. Tulis and Nicole Mellow rethink three pivotal moments in American political history: the founding, when anti-Federalists failed to stop the ratification of the Constitution; the aftermath of the Civil War, when President Andrew Johnson's plan for restoring the South to the Union was defeated; and the 1964 presidential campaign, when Barry Goldwater's challenge to the New Deal order was soundly defeated by Lyndon B. Johnson. In each of these cases, the very mechanisms that caused the initial failures facilitated their eventual success. After the dust of the immediate political defeat settled, these seemingly discredited ideas and programs disrupted political convention by prevailing, often subverting, and occasionally enhancing constitutional fidelity. Tulis and Mellow present a nuanced story of winning and losing and offer a new understanding of American political development as the interweaving of opposing ideas.
Neither Liberal nor Conservative
Ideological Innocence in the American Public

Congress is crippled by ideological conflict. The political parties are more polarized today than at any time since the Civil War. Americans disagree, fiercely, about just about everything, from terrorism and national security, to taxes and government spending, to immigration and gay marriage.
Well, American elites disagree fiercely. But average Americans do not. This, at least, was the position staked out by Philip Converse in his famous essay on belief systems, which drew on surveys carried out during the Eisenhower Era to conclude that most Americans were innocent of ideology. In Neither Liberal nor Conservative, Donald Kinder and Nathan Kalmoe argue that ideological innocence applies nearly as well to the current state of American public opinion. Real liberals and real conservatives are found in impressive numbers only among those who are deeply engaged in political life. The ideological battles between American political elites show up as scattered skirmishes in the general public, if they show up at all.
If ideology is out of reach for all but a few who are deeply and seriously engaged in political life, how do Americans decide whom to elect president, whether affirmative action is good or bad? Kinder and Kalmoe offer a persuasive group-centered answer. Political preferences arise less from ideological differences than from the attachments and antagonisms of group life.
Changing Minds or Changing Channels?
Partisan News in an Age of Choice

We live in an age of media saturation, where with a few clicks of the remote-or mouse-we can tune in to programming where the facts fit our ideological predispositions. But what are the political consequences of this vast landscape of media choice? Partisan news has been roundly castigated for reinforcing prior beliefs and contributing to the highly polarized political environment we have today, but there is little evidence to support this claim, and much of what we know about the impact of news media come from studies that were conducted at a time when viewers chose from among six channels rather than scores.
Through a series of innovative experiments, Kevin Arceneaux and Martin Johnson show that such criticism is unfounded. Americans who watch cable news are already polarized, and their exposure to partisan programming of their choice has little influence on their political positions. In fact, the opposite is true: viewers become more polarized when forced to watch programming that opposes their beliefs. A much more troubling consequence of the ever-expanding media environment, the authors show, is that it has allowed people to tune out the news: the four top-rated partisan news programs draw a mere three percent of the total number of people watching television.
Overturning much of the conventional wisdom, “Changing Minds or Changing Channels?” demonstrate that the strong effects of media exposure found in past research are simply not applicable in today's more saturated media landscape.
Legislating in the Dark
Information and Power in the House of Representatives

The 2009 financial stimulus bill ran to more than 1,100 pages, yet it wasn't even given to Congress in its final form until thirteen hours before debate was set to begin, and it was passed twenty-eight hours later. How are representatives expected to digest so much information in such a short time.
The answer? They aren't. With “Legislating in the Dark”, James M. Curry reveals that the availability of information about legislation is a key tool through which Congressional leadership exercises power. Through a deft mix of legislative analysis, interviews, and participant observation, Curry shows how congresspersons-lacking the time and resources to study bills deeply themselves-are forced to rely on information and cues from their leadership. By controlling their rank-and-file's access to information, Congressional leaders are able to emphasize or bury particular items, exploiting their information advantage to push the legislative agenda in directions that they and their party prefer.

Trapped in America's Safety Net
One Family's Struggle

When Andrea Louise Campbell's sister-in-law, Marcella Wagner, was run off the freeway by a hit-and-run driver, she was seven-and-a-half months pregnant. She survived-and, miraculously, the baby was born healthy. But that's where the good news ends. Marcella was left paralyzed from the chest down. This accident was much more than just a physical and emotional tragedy. Like so many Americans-50 million, or one-sixth of the country's population-neither Marcella nor her husband, Dave, who works for a small business, had health insurance. On the day of the accident, she was on her way to class for the nursing program through which she hoped to secure one of the few remaining jobs in the area with the promise of employer-provided insurance. Instead, the accident plunged the young family into the tangled web of means-tested social assistance.
As a social policy scholar, Campbell thought she knew a lot about means-tested assistance programs. What she quickly learned was that missing from most government manuals and scholarly analyses was an understanding of how these programs actually affect the lives of the people who depend on them. Using Marcella and Dave's situation as a case in point, she reveals their many shortcomings in “Trapped in America's Safety Net”. Because American safety net programs are designed for the poor, Marcella and Dave first had to spend down their assets and drop their income to near-poverty level before qualifying for help. What's more, to remain eligible, they will have to stay under these strictures for the rest of their lives, meaning they are barred from doing many of the things middle-class families are encouraged to do: Save for retirement. Develop an emergency fund. Take advantage of tax-free college savings. And, while Marcella and Dave's story is tragic, the financial precariousness they endured even before the accident is all too common in America, where the prevalence of low-income work and unequal access to education have generated vast-and growing-economic inequality. The implementation of Obamacare has cut the number of uninsured and underinsured and reduced some of the disparities in coverage, but it continues to leave too many people open to tremendous risk.
Behind the statistics and beyond the ideological battles are human beings whose lives are stunted by policies that purport to help them. In showing how and why this happens, “Trapped in America's Safety Net” offers a way to change it.
The Politics of Belonging
Race, Public Opinion, and Immigration

The United States is once again experiencing a major influx of immigrants. Questions about who should be admitted and what benefits should be afforded to new members of the polity are among the most divisive and controversial contemporary political issues.
Using an impressive array of evidence from national surveys, “The Politics of Belonging” illuminates patterns of public opinion on immigration and explains why Americans hold the attitudes they do. Rather than simply characterizing Americans as either nativist or nonnativist, this book argues that controversies over immigration policy are best understood as questions over political membership and belonging to the nation. The relationship between citizenship, race, and immigration drive the politics of belonging in the United States and represents a dynamism central to understanding patterns of contemporary public opinion on immigration policy. Beginning with a historical analysis, this book documents why this is the case by tracing the development of immigration and naturalization law, institutional practices, and the formation of the American racial hierarchy. Then, through a comparative analysis of public opinion among white, black, Latino, and Asian Americans, it identifies and tests the critical moderating role of racial categorization and group identity on variation in public opinion on immigration.
America's Inequality Trap

The gap between the rich and the poor has grown dramatically in the United States and is now at its widest since at least the early 1900s. While by most measures the economy has been improving, soaring cost of living and stagnant wages have done little to assuage economic anxieties. Conditions like these seem designed to produce a generation-defining intervention to balance the economic scales and enhance opportunities for those at the middle and bottom of the country's economic ladder-but we have seen nothing of the sort.
Nathan J. Kelly argues that a key reason for this is that rising concentrations of wealth create a politics that makes reducing economic inequality more difficult. Kelly convincingly shows that, when a small fraction of the people control most of the economic resources, they also hold a disproportionate amount of political power, hurtling us toward a self-perpetuating plutocracy, or an "inequality trap." Among other things, the rich support a broad political campaign that convinces voters that policies to reduce inequality are unwise and not in the average voter's interest, regardless of the real economic impact. They also take advantage of interest groups they generously support to influence Congress and the president, as well as state governments, in ways that stop or slow down reform. One of the key implications of this book is that social policies designed to combat inequality should work hand-in-hand with political reforms that enhance democratic governance and efforts to fight racism, and a coordinated effort on all of these fronts will be needed to reverse the decades-long trend.
The Politics of Resentment
Rural Consciousness in Wisconsin and the Rise of Scott Walker

When Scott Walker was elected Governor of Wisconsin, the state became the focus of debate about the appropriate role of government. In a time of rising inequality, Walker not only survived a bitterly contested recall, he was subsequently reelected. But why were the very people who would benefit from strong government services so vehemently against the idea of big government?

Taking a deep dive into Wisconsin's political climate, Cramer illuminates the contours of rural consciousness, showing how place-based identities profoundly influence how people understand politics. “The Politics of Resentment” shows that rural resentment-no less than partisanship, race, or class-plays a major role in dividing America against itself.
How Many Is Too Many?
The Progressive Argument for Reducing Immigration into the United States

From the stony streets of Boston to the rail lines of California, from General Relativity to Google, one of the surest truths of our history is the fact that America has been built by immigrants. The phrase itself has become a steadfast campaign line, a motto of optimism and good will, and indeed it is the rallying cry for progressives today who fight against tightening our borders. This is all well and good, Philip Cafaro thinks, for the America of the past-teeming with resources, opportunities, and wide-open spaces-but America isn't as young as it used to be, and the fact of the matter is we can't afford to take in millions of people anymore. We've all heard this argument before, and one might think Cafaro is toeing the conservative line, but here's the thing: he's not conservative, not by a long shot. He's as progressive as they come, and its progressives at whom he aims with this book's startling message: massive immigration simply isn't consistent with progressive ideals.
Cafaro roots his argument in human rights, equality, economic security, and environmental sustainability-hallmark progressive values. He shows us the undeniable realities of mass migration to which we have turned a blind eye: how flooded labor markets in sectors such as meatpacking and construction have driven down workers' wages and driven up inequality; how excessive immigration has fostered unsafe working conditions and political disempowerment; how it has stalled our economic maturity by keeping us ever-focused on increasing consumption and growth; and how it has caused our cities and suburbs to sprawl far and wide, destroying natural habitats, driving other species from the landscape, and cutting us off from nature.
In response to these hard-hitting truths, Cafaro lays out a comprehensive plan for immigration reform that is squarely in line with progressive political goals. He suggests that we shift enforcement efforts away from border control and toward the employers who knowingly hire illegal workers. He proposes aid and foreign policies that will help people create better lives where they are. And indeed, he supports amnesty for those who have, at tremendous risk, already built their lives here. Above all, Cafaro attacks our obsession with endless material growth, offering in its place a mature vision of America, not brimming but balanced, where all the different people who constitute this great nation of immigrants can live sustainably and well, sheltered by a prudence currently in short supply in American politics.

The Surprising Effects of Campaigning on Judicial Legitimacy

A revealing and provocative study of the effects of judicial elections on state courts and public perceptions of impartiality.
In Electing Judges, leading judicial politics scholar James L. Gibson responds to the growing concern that the realities of campaigning are undermining judicial independence and even the rule of law. Armed with empirical evidence, Gibson offers the most systematic and comprehensive study to date of the impact of judicial elections on public perceptions of fairness, impartiality, and the legitimacy of state courts-and his findings are both counterintuitive and controversial.
Gibson finds that ordinary Americans do not conclude from campaign promises that judges are incapable of making impartial decisions. Instead, he shows, they understand the process of deciding cases to be an exercise in policy making, rather than of simply applying laws to individual cases-and consequently think it's important for candidates to reveal where they stand on important issues. Negative advertising also turns out to have a limited effect on perceptions of judicial legitimacy, though certain kinds of campaign contributions can create the appearance of improper bias.
Taking both the good and bad into consideration, Gibson argues persuasively that elections are ultimately beneficial in boosting the institutional legitimacy of courts, despite the slight negative effects of some campaign activities
