Detective Holland doesn't believe the story behind the shooting and sets out to solve what really happened the night of the shooting before he brings the fugitive to justice, establishing a habit he will repeat with every case New Orleans' Chief of Detectives assigns him. Set in post-Katrina New Orleans, the series intertwines actual events and incidents related to the city's troubled recovery from the storm and subsequent flooding with heavily layered mysteries only someone as troubled and determined as the city itself could solve.
