Teleoperator Clarity Nice locates a casinotel in Macao, the Florentia Moenia, seeking admission to a secretive group known as the Casinocracy. Overcoming the schemiish Siena Abucay, a former clerk of the Moenia, and befriending godmother Malna Garveys, Clarity becomes a de facto member of the casinocracy, a group seeking legitimacy for its 'clean' coin, so as to fix a malfunction at the casino.
