A dirty bomb set deep in the bowels of Madison Square Garden fails to explode due to a faulty detonator, an act that enrages newly-elected President of the United States, Robert Williams. Determined to fight terrorists, and protect his country and its citizens at any reasonable cost, President Williams decides to drop what he considers the "Marquis of Queensberry Rules" and moves ahead three weeks later with a risky plan. Williams hides the quartet of experts under the umbrella of his newly-formed Department of the Presidential Office, which is tasked with filtering terrorist information gathered by worldwide intelligence agencies and then reporting its findings directly to Williams. With the foursome's agenda declared, only two mission perimeters are set-to not get caught, or kill innocent people.
In this uniquely written political/terrorism thriller, a group of experts learning how to function as a team, and acting on direct orders from the President of the United States, must do everything in their power to not only validate the president's decision, but to rock the world of terrorism in a manner that clearly emphasizes the rules have changed.

After parachuting into a clearing, Rijah Ellhad makes his way through the Alaskan woods until reaching a remote lake, dons hazmat gear, and tosses a vial into the water. Fourteen hours later, he returns and stares in disbelief at the scene before him; dead fish floating on the lake so thick that he thought he could walk across them to the other shore, causing a chill like no other to run up his spine.
After President Robert Williams learns of the horrific fish kill, he strongly suspects it is an experiment of a new bioterrorist weapon. After directing the FBI, CIA, and the NSA to begin investigating, he also asks old friend and former Marine Captain Richard Starr for him and his team fronted by Sgt. Marvin Styles, USMC retired, to assist in the operation. As Styles and team race against other agencies, and most importantly, time; they must utilize their unique skills to find the terrorists and eliminate the threat. Complicating the entire matter is a catastrophic event so shattering it shakes the entire country to its very core, and leaving the team questioning whether they can even continue.

No Mercy Given

Still reeling from the loss of their president, Styles and his team embark on the task of identifying, locating, and eliminating the man responsible for creating a tactically different approach for a bio-weapon, and arguably the worst synthetic toxin ever, one which has the potential to destroy all aquatic life. Aided by the unrelenting computer work of Darlene Phillips, it is discovered that this man also has his own computer guru watching over him, igniting a potential cyberwar between Phillips and Alexi Zvonchenko. This chase takes them to different locations in Europe, ultimately ending in Zurich. That is where they discover that Nicolas Emminger has constructed a virtual fortress, one that is guarded under state of the art security that is headed up by Erma Hartmann, a German national who shattered all Olympic records in weight lifting during the 2004 Olympics held in Athens before being disqualified for a previously unheard of discrepancy in her DNA.
During the quest to find Emminger, it is ascertained that a previously unknown brother was also involved in the president's death. This knowledge is gained when the team learns of a terrorist cell known as the Caliphate Soldiers out of North Africa, which has splintered away from Al Queda, believing that they have lost their way, plan to use a hijacked jet liner as a bomb to kill the Pope at the Roman Coliseum. An unexpected ally assists Styles at a crucial point in this aspect of the mission.
Styles, against his better judgement, is forced to split the team up in order to confront all that appears to be happening simultaneously. This story takes us on a whirlwind chase across Europe and into Algeria where no mercy is given.
