Unwilling to accept the division of their country, West German leaders regarded the German Democratic Republic (GDR) as an illegitimate upstart--a puppet of the occupying Soviet forces. Together with France, Britain, and the United States, West Germany applied political and financial pressure around the globe to ensure that the GDR remain unrecognized by all countries outside the communist camp. Proclamations of ideological solidarity and narrowly targeted bursts of aid gave the GDR momentary leverage in such diverse countries as Egypt, Iraq, Ghana, and Indonesia; yet West Germany's intimidation tactics, coupled with its vastly superior economic resources, blocked any decisive East German breakthrough. Gray argues that Bonn's isolation campaign was dropped not for want of success, but as a result of changes in West German priorities as the struggle against East Germany came to hamper efforts at reconciliation with Israel, Poland, and Yugoslavia--all countries of special relevance to Germany's recent past. Interest in a morally grounded diplomacy, together with the growing conviction that the GDR could no longer be ignored, led to the abandonment of Bonn's effective but outdated efforts to hinder worldwide recognition of the East German regime.

Although to this day the CIA refuses to confirm or deny involvement, Rabe presents evidence that CIA funding, through a program run by the AFL-CIO, helped foment the labor unrest, race riots, and general chaos that led to Jagan's replacement in 1964. The political leader preferred by the United States, Forbes Burnham, went on to lead a twenty-year dictatorship in which he persecuted the majority Indian population.
Considering race, gender, religion, and ethnicity along with traditional approaches to diplomatic history, Rabe's analysis of this Cold War tragedy serves as a needed corrective to interpretations that depict the Cold War as an unsullied U.S. triumph.

The Sino-Soviet Alliance

On Our Own Terms

During the Cold War, U.S. intervention in Latin American politics, economics, and society grew in scope and complexity, with diplomatic legacies evident in today's hemispheric policies. Development became a key form of intervention as government officials and experts from the United States and Latin America believed that development could foster hemispheric solidarity and security. In parts of Latin America, its implementation was especially intricate because recipients of these programs were diverse Indigenous peoples with their own politics, economics, and cultures. Contrary to project planners' expectations, Indigenous beneficiaries were not passive recipients but actively engaged with development interventions and, in the process, redefined racialized ideas about Indigeneity.

Containing Arab Nationalism

Under the Eisenhower Doctrine, the United States pledged to give increased economic and military aid to receptive Middle Eastern countries and to protect--with U.S. armed forces if necessary--the territorial integrity and political independence of these nations from the threat of international Communism. Salim Yaqub demonstrates that although the United States officially aimed to protect the Middle East from Soviet encroachment, the Eisenhower Doctrine had the unspoken mission of containing the radical Arab nationalism of Egyptian president Gamal Abdel Nasser, whom Eisenhower regarded as an unwitting agent of Soviet expansionism. By offering aid and protection, the Eisenhower administration hoped to convince a majority of Arab governments to side openly with the West in the Cold War, thus isolating Nasser and decreasing the likelihood that the Middle East would fall under Soviet domination.
