Country Gender Assessments

Over the last decade, Timor-Leste has made substantial progress in state building and strengthening the economy, governance, and infrastructure. Gender equality has been a fundamental principle in these efforts and remains key to achieving sustainable development into the future. This assessment examines gender issues across the different socioeconomic sectors of Timor-Leste, such as health, education, work, and political participation. It brings together existing research and data for a comprehensive overview of gender disparities in Timor-Leste and presents a valuable benchmark of progress toward gender equality goals.

This publication presents a gender equality diagnostic of education, energy, transport, and water and sanitation in Sri Lanka-four sectors which are the major areas of cooperation between ADB and the Government of Sri Lanka. The sector-focused chapters provide insights into the gender equality issues and considerations relevant to sector planning, related government policies and legal frameworks and commitments, and institutional structures for promoting gender equality actions. Each chapter concludes with gender issues and opportunities to consider in designing sector-related interventions for possible use by and discussion with government, civil society, and development partners.

Bhutan has experienced extraordinary change since the 1960s when it opened itself to the world and started the process of planned development. It has transformed itself from a subsistence economy into a middle-income country with rising human development indicators. Yet progress comes with new challenges. These include differences in living conditions and opportunities between rural and urban areas that fuel rural-urban migration, labor shortages in agriculture, and unemployment. There are gender dimensions to each of these challenges, prompting the Government of Bhutan and its development partners to mainstream gender in its policies, programs, and projects. This publication intends to support this process by providing insights into gender issues in agriculture and rural livelihoods, education, energy, environment, private sector development, transport, urban development, and work and unemployment.

For the past decade, the Maldives has experienced economic growth, mostly driven by tourism. As an archipelago comprised of small islands, the land area is limited and the resource base narrow, with low potential for agriculture and other industries and high vulnerability to climate change. Its small population is dispersed and fragmented, making delivery of services costly and difficult. With resources and services concentrated in the capital city of Malé, the atolls are underdeveloped. Progress has been notable in eradicating extreme poverty and hunger, achieving universal primary education, improving maternal health, and reducing child mortality. However, challenges remain in gender equality and women's empowerment (with low female-to-male ratio in tertiary qualifications), limited share of female employment, and low participation of women in political development and decision making. This publication intends to support the Government of the Maldives in its attempt to tackle persisting gender inequalities and gaps through a multisector approach across policies, programs, and projects. It provides insights into gender issues in energy; fisheries; micro, small, and medium enterprises; transport; tourism; and water and sanitation and suggestions for strengthening gender mainstreaming in project design, implementation, and monitoring.

This publication develops a strategic focus for integrating gender concerns into programs and operations of the Asian Development Bank (ADB) in Kazakhstan. This assessment reviews ADB's experiences in implementing gender mainstreaming in its portfolio in recent years. The assessment method has two main components. The first is a review of the status of gender equality and women's empowerment in the country, based on a literature review, key statistics, policy documents, and key informant interviews. The second analyzes the achievements and challenges in mainstreaming gender equality in ADB's programs and operations, and recommends the way forward to improve outcomes.

This publication, prepared by the Asian Development Bank in close cooperation with the Women's Committee of Uzbekistan, contains a comprehensive analysis of the socioeconomic aspects of gender equality in Uzbekistan. It covers a wide range of issues related to empowering women by increasing their economic activity in various sectors. The recommendations of the assessment can be used to develop a long-term strategy for the Asian Development Bank and the Women's Committee of Uzbekistan, including programs aiming to increase women's employment and income generation and combat traditional gender stereotypes to further enhance their role and status.

This publication provides a gender analysis of socioeconomic areas and issues in Georgia and relevant operations of the Asian Development Bank. Georgia has advanced its gender equality agenda but progress is still needed to achieve some key gender equality outcomes. Georgia continues to fare poorly on key global indicators of economic status and political voice. Violence against women also remains a pervasive issue in the country, affecting one in seven women. Some gender-responsive practices were identified, but significant gaps and missed opportunities for women's empowerment and inclusion were also identified. Recommendations include the need for capacity building on gender mainstreaming, increased human and financial resources, and an improved evidence base.
