In 1995, Military Intelligence Special Agent Bruce Highland was sent to investigate the murder of a civilian employee of a classified military program in Virginia, which was deemed to be the work of a serial killer. Years later, the killer resurfaced in Northern California. Now a private investigator, Bruce helps authorities track down and stop the killer.
