The network began with Eliza's husband Thomas, a federal prosecutor who discovered a government program called Obsidian Shield that tested chemical agents on American citizens. When Thomas was murdered for his knowledge, Eliza continued protecting witnesses who had seen too much.
As Naomi investigates, she discovers that Senator Howard Blackwood and other powerful figures were involved in the conspiracy. With help from Judge Eleanor Harrison, Naomi brings the truth to light, ensuring safety for the remaining witnesses and justice for those responsible. The conspiracy is exposed, though much remains classified for national security reasons.
