Polvo Poplip grew up on the Surface City of Arkoma, a steampunk dystopia in the middle of the wasteland. As the world began to deteriorate from pollution and natural disasters, Arkoma was built as one of the last cities, but as the Surface of the world became more and more unfit to live in, the wealthy within Arkoma tunneled into the ground, and created the Undercity. The only problem? They didn't dig quite deep enough.
