Competent Leaders Know How to Succeed is a practical and experience-driven guide for leaders who want to build organizations that function with purpose, integrity, and long-term vision. William B. Gilmore brings decades of experience in public service, urban planning, and executive management to demonstrate how authentic leadership is shaped by a personal planning agenda, an understanding of political realities, and a willingness to confront uncomfortable truths.
Through detailed accounts of real municipal and utility operations, Gilmore illustrates how leaders can recognize inefficiencies, uncover hidden obstacles, and introduce systems that rebuild trust, transparency, and accountability. He explains how planning is far more than a procedural tool. It is the foundation for progress, decision-making, and responding to complex challenges within any organization.
Readers will learn how to
• Use planning as a leadership instrument rather than a routine requirement
• Navigate councils, boards, and ruling bodies that often resist change
