The ration program is regarded by the United Nations as the largest and most efficient distribution system of its kind in the world. International experts regard Iraqi program, which feeds more people than any other ration system in the world and is twice the size of WFP program worldwide operations, as the largest and most efficient in the world. The system was operating in weeks and it continued during the Gulf War, making Saleh something of national hero. I don't think any body could do something better in term of accuracy and timely food distribution to the entire population. It is very impressive.
