In the year 2171, the Earth is uninhabitable, and humanity has colonized most planets and moons in the Solar System. Amid a rising crime rate, the Inter Solar System Police (ISSP) set up a legalized contract system, in which registered bounty hunters (known as "Cowboys") hunt and capture criminals in return for a cash reward.
