The Beijing Municipal Public Security Bureau has a huge archives management center. Here, dozens of police officers are responsible for maintaining these paper files every day. These files are not numbers, but the records and reports written by every former police officer with his own hands. These reports are kept here forever. However, there are exceptions, and this exception has been delayed for more than 20 years. It was that a series of files named "hunters" were finally born with the newly established sophistry group of the Ministry of public security.
