Alon is a respected police officer, who returns to his hometown of Nahariyya.
On his first day back, Alon immediately notices there is something wrong with the police force in the city. Following an incident when police officers refused to search certain suspects, Alon realizes that the local police are afraid of an up-and-coming criminal, Maor Ezra, who is reigning terror on Nahariyya.
Later that day over dinner, Mickey (Alon's wife) and Tom (Alon's daughter) are finding it hard to find their place amongst Alon's family. Shula (Alon's mother), is surprisingly unhappy with her prodigal son's homecoming, claiming he's wasting his time in the small town, instead of furthering his police career in the Tel Aviv. But Alon's mind is set: He will not bow down to criminals and cannot ignore Ezra's criminal behavior, even after Captain Poleg tells him that is the policy.
Struggling to settle into her new school, Tom finally finds a friend in drama class who helps her find her feet. While visiting the beach with an extended group of friends, she meets a young soldier called Amit from Maor Ezra's neighborhood. They hit it off instantly and become close.
After Alon faces a humiliating situation at work, he understands the terror the people are dealing with and how paralyzed the Nahariyya police force is. He understands that in order to fight Maor, he needs to rebuild the police force's confidence.
With the support of his team, Alon initiates a raid on Ezra's casino, with public arrests as a show of strength. It seems like the tides are turning in favor of the police, but this sense of security quickly changes to terror, when Maor Ezra's people throw a grenade into the police station, injuring a member of Alon's team. He gives his team permission to go after Ezra, to live and breath his every move, in order to reclaim the streets of Nahariyya.
Following a tip-off from an informant of Edri's, Alon and Ami quickly make arrests while investigating the police station incident, only to find out that they don't have backup from the system within. Mickey, who started to work in the attorney's office, discovers they aren't planning to prosecute anyone for the incident, due to lack of evidence.
Despite this set-back, Alon and his team keep investigating, with constant surveillance on Maor Ezra, all while trying to convince Edri's source to testify. In retaliation, Maor plans an attack on the policemen involved. His thugs shoot Reuven's house and throw a grenade on Ami's front door, almost injuring his children. Alon loses his calm and confronts Ezra in a wedding party. Yoav steps in to prevent a physical confrontation in the event.
The next day, police cameras are installed in Alon's house, and the bomb squad shows Alon how to inspect his car for any threats. Mickey now realises the reality of living in Nahariyya is very different from the quiet life Alon had promised her.
After a talk with his wife, Alon arrives at the station only to find out that Maor's attacks have achieved their objective. Chief Weinberg informs Alon that he and his team have been taken off the Ezra case, and that its now been assigned to the Central Unit, effectively de-prioritizing it altogether.
In an effort to secure a confession, Alon pulls one last stunt, only to find out from Mickey that the attorney's office is preparing to release the suspect in question. Alon drives to Haifa to try and persuade the attorney for more time to finalize the investigation, but in vain. The lead attorney's strange behavior pushes Mickey into independently investigating Ezra's finances, to try and catch him breaking the law in another way.
Alon leaves the attorney's office frustrated, without any trust in the judicial system. Having become "official" targets themselves, Reuven and Ami realize the police are powerless. Things go from bad to worse when Alon finds out that Ezra's men targeted his parents' house to intimidate him. The last straw breaks when Ami informs Alon that he is quitting the force to protect his wife and kids. Reuven refuses the captain's offers of a transfer but tries to convince Alon to do the same - to leave Nahariyya and return to his old life in Tel Aviv.
Reuven, who was a considered the law official in his local congregation, suffers another blow. His reluctance to bow down to Ezra endangers his close friends in the local synagogue and his fellow worshipers feel threatened.

As Maor Ezra celebrates his victory over the police, Alon drives with Reuven, Edri and Yoav to a farm that belongs to Reuven's friend, an expert in explosives. They decide to build charges and place them in Ezra's SUV and apartment. Reuven feels they should just take him out, but Alon tells him that is out of the question - they are not killers. Their intention is to shake Maor, scare him and push him into making a mistake that will lead to his arrest.
Reuven's friend teaches them how to make a charge from bullets, and they start acquiring the necessary parts to build them. Behind Alon's back, Reuven and Yoav steal some guns from the police impound. While on their way out, Yoav stumbles across Officer Rosilio, who has confronted Alon in the past and is suspicious of Yoav's behavior. Later, we see Rosilio is selling impounded guns to Maor Ezra
When the team meets to build the charges, Edri is having second thoughts but Alon tells him that even though they are breaking the law, what they do is justifiable. When Reuven shows the stolen guns to Alon, he's furious, telling them it was irresponsible and that they shouldn't do things behind his back.
Meanwhile, Maor Ezra feels victorious, and starts to further establish his hold in the city. His right-hand man, Bauman, threatens the city's CEO into resigning so that he can appoint Ziskind, a small-time politician who will do his bidding.
The next day, Mickey, still working on the financial case against Ezra with her partner Klein, decides to initiate a field investigation into Ezra's organization. An undercover operation in his neighborhood quickly proves her theory to be true - Ezra has his whole family working on his money laundering operation.
Alon and his team are forced to lie to their families to keep their plans a secret. Edri, who's always been upfront with his pregnant wife Hadas, finds himself conflicted when she wants to move forward with a purchase of an apartment.
Tom continues to keep her relationship with Amit, the young soldier, underwraps. When Amit's military rifle stolen by Ezra's thugs, Tom wants to let her father know, but quickly realizes this will endanger Amit. With Amit is facing a severe punishment for losing his gun, Ezra's henchman Bauman uses his connections to get Amit off the hook, leaving Amit in debt to Ezra's organization.
After many deliberations, the team sets out to plant the charges.

The attack shakes Maor Ezra. Clueless to the identity of the attackers, he enlists Bauman to find out who is behind them while preparing his troops for war. Now indebted to Ezra, Amit is forced to steal explosives from the army, which leads to Tom finding out that Amit is now part of Maor Ezra's underworld organization. She wants him to tell her farther but Amit refuses, leaving Tom powerless.
Recent events trigger the arrival of the Central Unit detectives. Alon stays close to them, to make sure they stay off track. When they suspect the attacks were instigated by civilians in retaliation, Alon creates a further diversion by suggesting it's probably an internal struggle within Ezra's organization.
Alon and his team attempt to use the situation to convince the captain and the Central Unit detectives to catch Maor Ezra in the act. Captain Poleg refuses - his only interest is to restore peace.
Later, Alon and his team are shocked to discover Maor Ezra in the police station talking with the Captain. Fearful of an all-out gang war, Captain Poleg has asked Ezra to hold off any further attacks, in return for police protection and additional patrols of his neighborhood. Poleg's behavior enrages Alon, convincing him his only option is to initiate another attack against Ezra.
Mickey keeps investigating Ezra's money laundering activities and tracks his lawyer. She suspects Ezra is a silent partner in a real-estate company, and brings this information to Alon. But Alon, who has given up on legitimate ways to go after Ezra, believes there's no way this lawyer will testify. Mickey, upset and disappointed, asks Alon if he's given up, and if so - why are they still in Nahariyya? Alon doesn't answer her or reveal his plans.
That night, Alon and the team set out on another mission, but this time they fail. When Reuven and Yoav are caught in the act by a police patrol, they claim to be on an official undercover mission. But one of the patrol officers is Rosilio, who now suspects them even more.

The day after Maor Ezra's wife car bombing, he secretly sends his wife and daughter to Eilat, remaining in his apartment. He breaks his deal with Captain Poleg and goes into full-on war mode. Convinced that the person behind these attacks is a local contractor, trying to beat him to particular construction project, Ezra becomes doubly suspicious of his own men, especially those who are loyal to Bauman.
Fearing they might be aiding the contractor, Ezra tries to win the bid for the project with the help of his patsy in city hall, Ziskind, believing this will win back his status in the city and ultimately remove the threat.
Meanwhile, Alon and his team are staking out Ezra's apartment, waiting for him to make a mistake that will land him in prison. To undermine him, they spread a rumor that someone inside his organization is responsible for the attacks, and convince Captain Poleg to approve a wiretap on Ezra's apartment.
Into this complex situation IAB investigators arrive. When Alon finds out, he fears the worst, but they are in Nahariyya to investigate a tip-off about a policeman selling impounded guns to criminals. Alon keeps them within safe distance, but a brief encounter with the lead investigator, Maya Acklo-Bar, leaves a big impression with Alon. She is a force to be reckoned with.

The explosion rattles the city, and Alon and his team find out about Ezra's plans to take over the construction project (where Edri and his wife were planning to buy an apartment). They quickly learn that Ezra 'has' people on the city's building committee, and that if he wins the project, he'll be too powerful to be brought down.
The team refuse to allow that to happen. Reuven thinks they should assassinate Maor Ezra, but Alon is against it, claiming that this is a last resort, and that they should keep the surveillance until they can catch him in the act.
Alon decides they should try to postpone the decision on the bid on the construction project, and with the help of Sigal, Alon convinces the mayor to delay it by a few months. When Ezra finds out, he tries to meet with the mayor himself, despite the advice of Bauman and Ziskind. After the mayor refuses to change his decision, claiming he still runs the town, Ezra orders a hit on him.
Injured and in fear for his life, the mayor completes an about-turn and fast tracks the bid decision. In response, Alon decides to throw the towel, admit defeat and dissolve the team.
Tom tells Mickey the truth about Amit, hoping she can help untangle the mess he's in, but Mickey instead instructsTom to end the relationship. With limited options, Tom considers running away with Amit - Nahariyya is no longer safe place for him - but instead encourages him to escape without her. Amit picks a fight with a security guard at his school - one of Ezra's thugs - and gets himself arrested.
The chain of events results in a direct threat on Alon and his family, leaving Mickey with no choice but to tell Alon they should leave town. Alon says he is no coward and refuses, forcing Mickey to escape without him.
Alon feels lost and helpless, but then, the Central Unit tells him they've put a wiretap on Ezra, and found some interesting information in the recordings. Alon quickly re-assembles the team with the intention of framing Bauman, Ezra's right-hand man, to bring Ezra down - a decision that instigates a bloody chain of events.

After his thugs fail to kill Bauman, Ezra needs to clean-up his house and quickly. He sends more henchmen to kill three of Bauman's, unleashing a chain of assassinations that reign terror on the city. Alon and his team are still surveilling Ezra, hoping these internal battels will force Ezra to act on his own so they can catch him in the act. But not before Ezra pulls a stunt and leaves town.
Meanwhile, Mickey begs Alon to join her to Tel Aviv, but Alon insists on staying in Nahariyya until Ezra is behind bars. With the help of Reuven, the team use Amit (who's still under arrest) as bait to lure Ezra's hitmen out of hiding. With Amit's cooperation, they arrest Nitzan, one of Ezra's thugs, for attempted murder. Alon sends Amit to a safehouse.
After Nitzan's arrest, and with Maor no longer in town, the team is certain that they've succeeded in bringing down Ezra's criminal ring and reclaimed the streets of Nahariyya.
After a night of celebration, Alon finds himself in Sigal's apartment where things get heated. When Sigal asks Alon if he's planning to stay in Nahariyya without Mickey, Alon can't answer her.
The team's celebration was premature - Maor Ezra sends a clear message that he's not giving up that easily. His men shoot Amit at the safehouse, throw a grenade on Alon's parents' home and blow up a coffee shop owned by Bauman's family, leaving Edri's wife injured.
Shocked and frustrated, Alon and his team realize that all of them - the team, their families and the entire town - is in grave danger. Upon hearing that Maor Ezra is planning a "peace talk" with Bauman, where he plans on to kill him. This is their big chance, if only they can find out where the men are hiding or where this meeting will take place.
Reuven suggests extracting the information from Nitzan, who is still under arrest. Only once they threaten to kill him, does Nitzan finally crack.
Now fully informed, the team enlist Nahariyya's entire police force to help them raid the meeting a tomb on the outskirts of town. When Ezra pulls a knife on Bauman, the police make their prescence known. In the ensuing chaos, Yoav saves Alon's life in the shootout, but Reuven is severely injured.
Ezra flees to the woods, with Alon in hot pursuit. Finding himself in a face-to-face standoff with Alon, Ezra tries everything to save himself, even revealing how he stopped his men from shooting Alon's daughter Tom. Alon freaks out and seriously consider killing Ezra there and then, before realizing this is a line he can't cross. Alon takes Ezra in.
Later in the hospital, Alon and Yoav tell a recovering Reuven that Ezra is under arrest, this time for good. The attorney confirms that there is sufficient evidence to put him away. In the midst of all this, Edri's wife gives birth - a spark of hope for the future of Nahariyya.
Alon drives to Tel Aviv, to tell Mickey and Tom the news of Ezra's arrest, but also of Amit's injury.
It seems like the story is about to end happily ever after, until it is revealed IAB has Officer Rosilio under arrest. Suspected of selling impounded guns, he's ready to cut a deal and share some juicy information about Alon and his team.
Meanwhile, Mickey begs Alon to join her to Tel Aviv, but Alon insists on staying in Nahariyya until Ezra is behind bars. With the help of Reuven, the team use Amit (who's still under arrest) as bait to lure Ezra's hitmen out of hiding. With Amit's cooperation, they arrest Nitzan, one of Ezra's thugs, for attempted murder. Alon sends Amit to a safehouse.
After Nitzan's arrest, and with Maor no longer in town, the team is certain that they've succeeded in bringing down Ezra's criminal ring and reclaimed the streets of Nahariyya.
After a night of celebration, Alon finds himself in Sigal's apartment where things get heated. When Sigal asks Alon if he's planning to stay in Nahariyya without Mickey, Alon can't answer her.
The team's celebration was premature - Maor Ezra sends a clear message that he's not giving up that easily. His men shoot Amit at the safehouse, throw a grenade on Alon's parents' home and blow up a coffee shop owned by Bauman's family, leaving Edri's wife injured.
Shocked and frustrated, Alon and his team realize that all of them - the team, their families and the entire town - is in grave danger. Upon hearing that Maor Ezra is planning a "peace talk" with Bauman, where he plans on to kill him. This is their big chance, if only they can find out where the men are hiding or where this meeting will take place.
Reuven suggests extracting the information from Nitzan, who is still under arrest. Only once they threaten to kill him, does Nitzan finally crack.
Now fully informed, the team enlist Nahariyya's entire police force to help them raid the meeting a tomb on the outskirts of town. When Ezra pulls a knife on Bauman, the police make their prescence known. In the ensuing chaos, Yoav saves Alon's life in the shootout, but Reuven is severely injured.
Ezra flees to the woods, with Alon in hot pursuit. Finding himself in a face-to-face standoff with Alon, Ezra tries everything to save himself, even revealing how he stopped his men from shooting Alon's daughter Tom. Alon freaks out and seriously consider killing Ezra there and then, before realizing this is a line he can't cross. Alon takes Ezra in.
Later in the hospital, Alon and Yoav tell a recovering Reuven that Ezra is under arrest, this time for good. The attorney confirms that there is sufficient evidence to put him away. In the midst of all this, Edri's wife gives birth - a spark of hope for the future of Nahariyya.
Alon drives to Tel Aviv, to tell Mickey and Tom the news of Ezra's arrest, but also of Amit's injury.
It seems like the story is about to end happily ever after, until it is revealed IAB has Officer Rosilio under arrest. Suspected of selling impounded guns, he's ready to cut a deal and share some juicy information about Alon and his team.
