Busan, 1992. Congress candidate Hae-woong, who began his political life from the very bottom, is running for office. He is determined to win the general election and gain a seat in congress, but after power broker Soon-tae withdraws his support, he fails to clench the party nomination. Just when he thought he was down, Hae-woong obtains top secret documents containing the land development proposal of Busan, which was created by Soon-tae to take over the election.
