The social leadership starts spontaneously with the king, dictator and actually, the one political party or multiple -political party. The one party is usually an authoritarian while a multiple party, although being far better than the later in preserving human rights and freedom, promotes more polarization than unity, since the politicians usually do not get along for the sake of the people and the country, such as in USA, Cambodia and so on. Under all of these leadership systems, although their constitution spells out a perfect form of democracy, the true application is not yet to come. In despite of technological advances and the inspiration of the world of Gods in morality and ethics for more than 2,000 years, the corruption and conspiracy theory are extant and the human society is still in danger. Now, the war has spread every corner of the world and powerful killing machines have been made in a number of more than enough to destroy the social civilization and the world ever before, and the WW3 is on the brink. To prevent social problems and to avert the war, people have to take ownership of the society and be responsible for it, by coming together in a network starting in the community and beyond as to form a People Institution. The traditional institutions are government, private organization, and religion. Each of them has a well-organized network and sophisticate materials to control the society politically and economically. And people have no choice but struggle to survive. Once the institution has been established, people are able to make decision together as to protect the common interest and children, by being able to do the following:
1. Promoting higher education for all children in every community. No one child is left behind without at least a simple job upon leaving school. Otherwise, he or she will become the social problem and suffer the rest of their life.
2. Electing representatives to lead the government as to serve the people (American slogan: by the people for the people). Or changing the system of conventional leadership.
3. Enforcing elected representatives to abide with promises while leading the government
