Arrested and sent to the mysterious Panoptopolis prison, the Doctor has assembled a team of fellow prisoners in an effort to escape. Meanwhile, the Doctor's companion, Belinda Chandra, finds herself face to face with the ruler of the Panoptopolis, the sinister Warden...
