Understanding the Spread of Policy Models in a Digital Age

In 2001, Ethiopian Television aired a documentary about a small, rural village called Awra Amba, where women ploughed, men worked in the kitchen, and so-called harmful traditional practices did not exist. The documentary radically challenged prevailing images of Ethiopia as a gender-conservative and aid-dependent place, and Awra Amba became a symbol of gender equality and sustainable development in Ethiopia and beyond.
Village Gone Viral uses the example of Awra Amba to consider the widespread circulation and use of modeling practices in an increasingly transnational and digital policy world. With a particular focus on traveling models-policy models that become "viral" through various vectors, ranging from NGOs and multilateral organizations to the Internet-Marit Tolo Østebø critically examines the hidden dimensions of models and model making. While a policy model may be presented as a "best practice," one that can be scaled up and successfully applied to other places, the local impacts of the model paradigm are far more ambivalent-potentially increasing social inequalities, reinforcing social stratification, and concealing injustice. With this book, Østebø ultimately calls for a reflexive critical anthropology of the production, circulation, and use of models as instruments for social change.
Law Mart
Justice, Access, and For-Profit Law Schools

American law schools are in deep crisis. Enrollment is down, student loan debt is up, and the profession's supply of high-paying jobs is shrinking. Meanwhile, thousands of graduates remain underemployed while the legal needs of low-income communities go substantially unmet. Many blame overregulation and seek a "free" market to solve the problem, but this has already been tested. Seizing on a deregulatory policy shift at the American Bar Association, private equity financiers established the first for-profit law schools in the early 2000s with the stated mission to increase access to justice by "serving the underserved". Pursuing this mission at a feverish rate of growth, they offered the promise of professional upward mobility through high-tech, simplified teaching and learning. In Law Mart, a vivid ethnography of one such environment, Riaz Tejani argues that the rise of for profit law schools shows the limits of a market-based solution to American access to justice. Building on theories in law, political economy, and moral anthropology, Tejani reveals how for-profit law schools marketed themselves directly to ethnoracial and socioeconomic "minority" communities, relaxed admission standards, increased diversity, shook up established curricula, and saw student success rates plummet. They contributed to a dramatic rise in U.S. law student debt burdens while charging premium tuition financed up-front through federal loans over time. If economic theories have so influenced legal scholarship, what happens when they come to shape law school transactions, governance, and oversight? For students promised professional citizenship by these institutions, is there a need for protections that better uphold institutional quality and sustainability? Navigating Austerity
Currents of Debt along a South Asian River

Navigating Austerity addresses a key policy question of our era: what happens to society and the environment when austerity dominates political and economic life? To get to the heart of this issue, Laura Bear tells the stories of boatmen, shipyard workers, hydrographers, port bureaucrats and river pilots on the Hooghly River, a tributary of the Ganges that flows into the Bay of Bengal and Indian Ocean. Through their accounts, Bear traces the hidden currents of state debt crises and their often devastating effects. Taking the reader on a voyage along the river, Bear reveals how bureaucrats, entrepreneurs and workers navigate austerity policies. Their attempts to reverse the decline of ruined public infrastructures, environments and urban spaces lead Bear to argue for a radical rethinking of economics according to a social calculus. This is a critical measure derived from the ethical concerns of people affected by national policies. It places issues of redistribution and inequality at the fore of public and environmental plans. Concluding with proposals for restoring more just long term social obligations, Bear suggests new practices of state financing and ways to democratize fiscal policy. Coercive Concern
Nationalism, Liberalism, and the Schooling of Muslim Youth

Many liberal-minded Western democracies pride themselves on their commitments to egalitarianism, the fair treatment of immigrants, and the right to education. These environments would seem to provide a best-case scenario for the reception of immigrant youth. But that is not always the case. Coercive Concern explores how stereotypes of Muslim immigrants in Western liberal societies flow through public schools into everyday interactions, informing how Muslim youth are perceived by teachers and peers. Beyond simply identifying the presence of racialized speech in schools, this book uncovers how coercive assimilation is cloaked in benevolent narratives of care and concern. Coercive Concern provides an ethnographic critique of the "concern" that animates integration policy in Danish schools. Reva Jaffe-Walter focuses on the experiences of Muslim youth at a public school where over 40% of the student body is of immigrant descent, showing how schools operate as sites of governance. These efforts are led by political leaders who promote national fears of immigrant take-over, by teachers in schools, and by everyday citizens who are concerned about "problems" of immigration. Jaffe-Walter exposes the psychic and material costs immigrant youth endure when living in the shadow of social scrutiny, but she also charts a path forward by uncovering the resources these youth need to attain social mobility and success.

The Gray Zone
Sovereignty, Human Smuggling, and Undercover Police Investigation in Europe

Based on rare, in-depth fieldwork among an undercover police investigative team working in a southern EU maritime state, Gregory Feldman examines how "taking action" against human smuggling rings requires the team to enter the "gray zone", a space where legal and policy prescriptions do not hold. Feldman asks how this seven-member team makes ethical judgments when they secretly investigate smugglers, traffickers, migrants, lawyers, shopkeepers, and many others. He asks readers to consider that gray zones create opportunities both to degrade subjects of investigations and to take unnecessary risks for them. Moving in either direction largely depends upon bureaucratic conditions and team members' willingness to see situations from a variety of perspectives. Feldman explores their personal experiences and daily work in order to crack open wider issues about sovereignty, action, ethics, and, ultimately, being human. Situated at the intersection of the EU migration apparatus and the global, clandestine networks it identifies as security threats, this book allows Feldman to outline an ethnographically-based theory of sovereign action.
The Orderly Entrepreneur
Youth, Education, and Governance in Rwanda

The first generation of children born after Rwanda's 1994 genocide is just now reaching maturity, setting aside their school uniforms to take up adult roles in Rwandan society and the economy. At the same time, Rwanda's post-war government has begun to shrug off international aid as it pursues an increasingly independent path of business-friendly yet strongly state-regulated social and economic development. The Orderly Entrepreneur tells the story of a new Rwanda now at the vanguard among developing countries, emulating the policies of Singapore, Korea, and China, and devoutly committed to entrepreneurship as a beacon for 21st century economic growth. Drawing on ethnographic research with nearly 500 participants, The Orderly Entrepreneur investigates the impact and reception of the Rwandan government's multiyear entrepreneurship curriculum, first implemented in 2007 as required learning in all secondary schools. As Honeyman shows, "entrepreneurship" is more than a benign buzzword or hopeful panacea for economic development, but a complex ideal with unique meanings across Rwandan society. She reveals how curriculum developers, teachers, and students all brought their own interpretations and influence to the new entrepreneurship curriculum, exposing how even a carefully engineered project of social transformation can be full of indeterminacies and surprising twists every step of the way.
Drugs, Thugs, and Diplomats
U.S. Policymaking in Colombia

In 2000, the U.S. passed a major aid package that was going to help Colombia do it all: cut drug trafficking, defeat leftist guerrillas, support peace, and build democracy. More than 80% of the assistance, however, was military aid, at a time when the Colombian security forces were linked to abusive, drug-trafficking paramilitary forces. Drugs, Thugs, and Diplomats examines the U.S. policymaking process in the design, implementation, and consequences of Plan Colombia, as the aid package came to be known. Winifred Tate explores the rhetoric and practice of foreign policy by the U.S. State Department, the Pentagon, Congress, and the U.S. military Southern Command. Tate's ethnography uncovers how policymakers' utopian visions and emotional entanglements play a profound role in their efforts to orchestrate and impose social transformation abroad. She argues that U.S. officials' zero tolerance for illegal drugs provided the ideological architecture for the subsequent militarization of domestic drug policy abroad. The U.S. also ignored Colombian state complicity with paramilitary brutality, presenting them as evidence of an absent state and the authentic expression of a frustrated middle class. For rural residents of Colombia living under paramilitary dominion, these denials circulated as a form of state terror. Tate's analysis examines how oppositional activists and the policy's targets-civilians and local state officials in southern Colombia-attempted to shape aid design and delivery, revealing the process and effects of human rights policymaking.
Wild Policy
Indigeneity and the Unruly Logics of Intervention

Can there be good social policy? This book describes what happens to Indigenous policy when it targets the supposedly 'wild people' of regional and remote Australia. Tess Lea explores naturalized policy: policy unplugged, gone live, ramifying in everyday life, to show that it is policies that are wild, not the people being targeted. Lea turns the notion of unruliness on its head to reveal a policy-driven world dominated by short-term political interests and their erratic, irrational effects, and by the less obvious protection of long-term interests in resource extraction and the liberal settler lifestyles this sustains. Wild Policy argues policies are not about undoing the big causes of enduring inequality, and do not ameliorate harms terribly well either-without yielding all hope.
Drawing on efforts across housing and infrastructure, resistant media-making, health, governance and land tenure battles in regional and remote Australia, Wild Policy looks at how the logics of intervention are formulated and what this reveals in answer to the question: why is it all so hard? Lea offers readers a layered, multi-relational approach called policy ecology to probe the related question, 'what is to be done?'
